Synopsis (short abstract) Between 200 and 500 million pastoralists manage rangelands that cover over a third of the earth’s land. They produce food where no crops grow, and rely on their mobility to adapt to climatic variability and mitigate risk. Yet, pastoralists are often misunderstood, marginalized and neglected from decisions that affect them. The lack of data on pastoralism poses challenges at various levels. Animal health and disease surveillance programmes are difficult to plan if pastoral migratory routes are not considered, or if the number of livestock is unknown. Social services adapted to pastoral mobility cannot be designed if governments do not exactly know how many pastoralists there are. Against this background, the project aimed to improve pastoralist communities’ capacities to collect, process and share information from their areas, in order to boost their ability to influence policy processes. It focused on three countries where pastoralism plays an important role: Argentina, Chad and Mongolia.

    With a rapidly increasing population and stagnating agricultural production, significant questions are being raised as to how Kenya will achieve food security The majority of Kenya’s agricultural harvest is produced by smallholders, whose farms are characterized by high production costs and low yields In order to boost smallholder production in the past, the country ran large fertilizer subsidy programmes under which large quantities of fertilizer were purchased and distributed to key warehouses for collection by farmers The main problems with this system revolved around the following issues the frequent late arrival of fertilizer, the blanket application of one type of fertilizer for all soil types in the country and the exclusion of the private sector in the provision of fertilizers In response to these issues, the country committed itself to the development of a nationwide subsidy programme that would enable the registration of farmers and support their access to a wide range of agricultural inputs and extension messages through e vouchers and short message service messages Another reason for low production was the lack of access to information Agricultural data were fragmented, with counties, MoALF&C and KNBS collecting statistics but rarely agreeing on common data collection and publication protocols.

    The report provides the outcomes of series of national workshops organized by the Food and Agriculture Organization of the United Nations (FAO) Fishery Committee for the Eastern Central Atlantic (CECAF) and the Fisheries Committee for the West Central Gulf of Guinea (FCWC), under the project “Capacity Building on Data Collection and Management for Member States.” Conducted between 28 April and 5 July 2021, the workshops took place in Nigeria, Benin, Togo, Ghana, Côte d’Ivoire, and Liberia, with the support of FAO’s Regional Office for Africa (RAF), national FAO country offices, and technical inputs from FAO’s Fisheries and Resources Monitoring System (FIRMS) team. The primary objective of these workshops was to strengthen and harmonize fisheries data collection and reporting systems across FCWC member states. Key outcomes included a diagnostic of current fisheries reporting practices, identification of national capacities and gaps in both industrial and small-scale fisheries data, and prioritization of actions to align national data systems with FCWC, CECAF, and FAO reporting standards to improve data collection and collaboration across the FCWC subregion.
