    This policy note aims at providing practical and evidence-based recommendations to improve the enabling environment and subsequently increase sustainable investments in the whole dairy value chain (VC) in Ethiopia. The relevance of this policy note relies on the fact that to date, there are multiple assessment and studies that have been conducted on the VC but – to the authors' knowledge – no study has yet attempted to study the linkages between the challenges as well as to determine which challenges faced by VC actors are effectively enabling environment factors. In other words, building from these multiple studies and some specific studies, this note aims at going one step further by mapping the different challenges found in the VC assessments, as several of them are closely intertwined (like land size affecting both feeding and effective cattle management), as well as determining at what scale the challenges impact the VC. For instance, some factors have a national level impact (i.e. they are a national enabling environment factor, affecting most or all VC actors), others have a regional level impact (i.e. a regional enabling environmental factor, affecting only the VC actors of a specific region), while others heavily depend on the individual characteristics of the VC actors.

    One of the major foci of the FAO PPLP Initiative is strengthening the capacity of national governments’ to develop livestock policy that both responds to the needs of stakeholders and also reflects the resources and requirements of relevant state institutions. This report is on a workshop that focussed on building livestock policy capacity in the Mekong countries. The report outlines the aims, process and outputs from the workshop entitled ‘Poverty Alleviation, Environment and Public health: Dev eloping Enabling Policy Environments for the Livestock Sector’, held in Phnom Penh from June 18-20, 2003.

    The existence of a conducive business climate, or enabling environment, is considered essential to engender economic growth and development. However, what “an enabling environment” should encompass in practical terms remains elusive to many scholars and policy makers, particularly when discussed at the sub-sector level. This publication by FAO’s Rural Infrastructure and Agro-Industries Division (AGS) examines issues associated with enabling environments with a focus on agribusiness and agro -industrial sectors, which have not had their peculiar characteristics sufficiently examined in traditional appraisals of business climates. Based on a series of workshops and consultations organized by AGS in Africa, Asia, Eastern Europe and Latin America, the report reviews existing frameworks for general enabling environment assessments and discusses their relevance to agribusiness and agro-industries. It also discusses the challenges of enabling environment reforms and identifies a numbe r of essential, important and useful enablers that are particularly relevant to agrifood business climate appraisals and upgrading.
