    The quarterly Global Early Warning – Early Action Report on Food Security and Agriculture monitors situations at risk for potential disasters and adverse impacts on food security and agriculture. Risks are categorized according to their potential consequence as either “high risk” or “on watch” so that preventive action can be taken. The Report provides consolidated, easy to read, country-by-country mapping and analysis of crisis situations such as conflict, drought, flood, plants and animals pests and diseases. In the April to June, 2017 issue, areas of high risk are South Sudan, due to ongoing famine and conflict; and Yemen and Northeast Nigeria where there is risk of famine linked to conflict; and Somalia, where risk of famine is due to continuing drought. Current on watch situations are caused by a potential El Niño. In the Sub-Saharan Region there is a Fall Army Worm outbreak; In Syria, Iraq, and the Democratic Republic of Congo food security is at risk due to conflict; while Kenya, Ethiopia, Sri Lanka, and Uganda are at risk because of drought, and as well, displacement is an added factor for Uganda; Madagascar has dry conditions and cyclone.

    The Global Early Warning - Early Action System (EWEA) report on food security and agriculture is developed by the Food and Agriculture Organization of the United Nations (FAO) through its EWEA. The system aims to translate forecasts and early warnings into anticipatory action. The Global EWEA report is a quarterly forward-looking analytical summary of major disaster risks to food security and agriculture. This report specifically highlights: HIGH RISK: Yemen (risk of famine), South Sudan (risk o f famine due to conflict), Nigeria – northeast (risk of famine due to conflict), Somalia (risk of famine due to drought), Democratic Republic of Congo (localized conflict), Kenya & Ethiopia (drought). ON WATCH: Africa – Fall Armyworm (outbreak), Uganda (displacement), Sri Lanka (prolonged drought and localized floods), Central African Republic (escalation of localized conflict driving displacements), Chad (displacement and deteriorating food security) and El Niño (droughts, floods and cyclones).

    The impact of drought in agriculture is one of the most complex natural hazards to predict and mitigate. It carries a constant risk for most smallholder farmers around the world. According to studies conducted by the Food and Agriculture Organization of the United Nations (FAO), 83 percent of all damages and losses caused globally by drought between 2006 and 2016 have been absorbed by agriculture, putting a good part of the world population at risk of food insecurity. The guide aims to guide governments and other relevant actors in the development of early warning - early actions on agricultural drought plans that must be implemented before a drought event has significant impacts and causes damages and losses that could eventually become a disaster. The manual complements other instruments used at global and local levels to develop EWEA on agricultural and response plans related to drought.

    There is evidence that the intensity and frequency of natural hazards and conflicts are increasing. Natural disasters now occur nearly five times as often as 40 years ago. The impact on local economies, on people's livelihoods and on lives has similarly grown. In some of the worst-hit places, it can seem unrelenting. One crisis will follow another, every time stripping away at the hard-earned but limited assets of the poorest and most vulnerable, depriving people of their self-reliance and their dignity. Globally, expanding needs, competing priorities and limited resources mean that new tools are essential to make humanitarian interventions as wisely and effectively as possible, to ensure that the impacts of crises are limited before they can grow into even more costly disasters. Support at the right time protects and empowers people the most, giving them the confidence to keep going or to resume their livelihoods. Investing in early action means FAO can help shelter longer-term development gains and increase resilience. Working with national governments and humanitarian, development and scientific partners, FAO’s Early Warning Early Action (EWEA) approach monitors risk information systems and translates warnings into anticipatory actions. Every quarter, FAO’s Early Warning Early Action report on food security and agriculture ranks risks by their likelihood and potential impact and identifies the best interventions. Then, FAO’s Special Fund for Emergency and Rehabilitation Activities (SFERA), can release money from its early action window. These funds back tailored plans which are put into place drawing on FAO’s greatest asset – its technical knowledge and expertise in supporting rural livelihoods. Early actions are varied and flexible, ranging from cash transfers for fishing communities to safely store their nets ahead of an impending cyclone, to livestock treatments for herders as a drought approaches, to flood defences before a severe rainy season to protect crops. This study analyses the outcomes of monitoring early warnings on drought and taking targeted early actions in the south of Madagascar between 2017 and 2018. It evaluates their effectiveness and quantifies the benefits of acting early.

    Africa is facing a food crisis of unprecedented proportions. Millions are expected to be at risk of worsening hunger in the near future due to the rippling effects of the war in Ukraine, which are compounding the devastating impacts that conflicts, climate variability and extremes, economic slowdowns and downturns, and the aftereffects of the COVID-19 pandemic are having on the most vulnerable. In this context, social and gender inequalities are also on the rise, with women and girls being among the most affected by these shocks.Despite efforts made in several countries, the African continent is not on track to meet the food security and nutrition targets of the Sustainable Development Goal 2 on Zero Hunger for 2030, and certainly the Malabo targets of ending hunger and all forms of malnutrition by 2025. The most recent estimates show that nearly 282 million people in Africa (about 20 percent of the population) were undernourished in 2022, an increase of 57 million people since the COVID-19 pandemic began. About 868 million people were moderately or severely food-insecure and more than one-third of them – 342 million people – were severely food-insecure.The present edition of the report presents the latest analysis of the prevalence and trends in undernourishment, food insecurity, and malnutrition. In addition, it includes, for the first time, estimates of the cost and affordability of a healthy diet, which are useful indicators of people’s economic access to nutritious foods and healthy diets.The deterioration of the food security situation and the lack of progress towards the WHO global nutrition targets make it imperative for countries to step up their efforts ifthey are to achieve a world without hunger and malnutrition by 2030. The call for greater action remains true in view of the projected lower rate of economic growth, high general andfood price inflation, and raising borrowing costs on domestic and international markets since 2022.

    There is increasing attention to the importance of biodiversity for food security and nutrition, especially above-ground biodiversity such as plants and animals. However, less attention is being paid to the biodiversity beneath our feet, soil biodiversity, which drives many processes that produce food or purify soil and water. This report is the result of an inclusive process involving more than 300 scientists from around the world under the auspices of the FAO’s Global Soil Partnership and its Intergovernmental Technical Panel on Soils, the Convention on Biological Diversity, the Global Soil Biodiversity Initiative, and the European Commission. It presents concisely the state of knowledge on soil biodiversity, the threats to it, and the solutions that soil biodiversity can provide to problems in different fields. It also represents a valuable contribution to raising awareness of the importance of soil biodiversity and highlighting its role in finding solutions to today's global threats.
