Synopsis (short abstract) This document incorporates the outcome of two related activities: (i) a synthesis of data from a survey and analysis of aquaculture development research priorities and capacities in Asia, and (ii) the results of a regional workshop which reviewed the findings of the survey, identified themes for regional research collaboration and prepared project outlines for these themes. The synthesis includes the responses of 14 developing countries/regions in Asia to a survey of aquaculture development prio rities and capacities conducted in 1996 by FAO and NACA. The information from the survey was supplemented by material provided by or published about the aquaculture development programmes of a number of international and regional organizations in the region. This document also contains the summary of survey returns from the participating countries/region among which are the major aquaculture producers in Asia and the world. The national aquaculture development objectives and priorities are ide ntified and matched with the research priorities and capabilities of the aquaculture sector; the analysis also points out the weaknesses in the research systems including the research priority setting mechanisms. This is followed by a description of the needs of aquaculture research and an explanation of a list of potential areas and opportunities for collaborative research at the subregional and regional levels. The synthesis also outlines the roles of governments and collaborative assistance a gencies and donor organizations, as well as the private sector in regional and national research efforts. The analysis presents a strong case for greater research attention on institutional and non-biological/technical issues in the region.One of the major observations resulting from the analysis is that planning, applying or deriving the full benefit from biological/technical research -- in which there is a great concentration of efforts -- is largely constrained by the weaknesses in the enab ling mechanisms. For the overall research effort to contribute to sustainable aquaculture development, equal attention should be trained on issues associated with the socio-economic, institutional, environmental, policy, legislation and technology transfer aspects of aquaculture development. The workshop report highlights the main outcome of discussions on the conclusions of the synthesis and presents the seven themes and related project outlines for regional research collaboration.

    This document is based on twelve national reports of the most important aquaculture countries in Africa South of the Sahara. It analyses the present situation of aquaculture development in terms of: its historical development, public sector involvement, support activities for development of the subsector and planning experiences, and briefly reviews the external assistance received for development projects. The research subsector is then analysed to verify the correspondence between its structur e, programmes and plans and the identified needs for aquaculture development. Through a logical process for priority-ranking and for correspondence with the development objectives an indicative action plan emerges, including nine regional programmes which would assist in fostering aquaculture development in the short and medium terms through support to research. These research programmes, involving centres of the five agro-ecological regions of Africa South of the Sahara working as activity netw orks, include a project for aquaculture information centres in support of all other eight proposals. Other programmes include socio-economics, aquaculture production indicators, pond fertilization and feeding strategies, fish broodstock improvement and management, small water bodies fisheries enhancement, aquaculture in irrigation schemes, indigenous fish culture and marine aquaculture.

    Outline of an Applied Research and Experimental development Programme for the Latin American Regional Centre for Aquaculture 1978

    Applied research and experimental development requirements for the expansion and intensification of aquaculture in Latin America were identified on the basis of ten-year development plans prepared by the Governments of the region, and taking into account the local needs and desires of people most affected, impact on human nutrition, feasibility of science and technology, least time required for implementation, environmental compatibility, and contributions to social futures. Structured research and experimentation following applied systems approaches were considered essential for the evaluation, transfer, refinement, and adaption of various forms of aquaculture to the region. Multidisciplinary teams have to be organized to undertake simultaneous studies on problems affecting large-scale adoption of the main aquaculture production systems. The Task Force identified some of the major problems for investigations, but recognized that many associated problems may occur in the course of Stud ies and therefore research should be conducted by multidisciplinary teams. Flexibility is needed in programme development at the Regional Centre, but quick impact and commercial-scale culture were foreseen through use of pond culture of tilapia, particularly hybrids. Much interest in the culture of indigenous species was noted, and experimental work on these are recommended. Immediate opportunities for growing tilapia in cages, carp, trout and oysters at the Centre were identified, as were longe r term opportunities for polyculture and for the farming of mussels and shrimps.
