Synopsis (short abstract) To reduce extreme poverty and break its intergenerational transmission, in 2012 the Government of the United Republic of Tanzania initiated the Productive Social Safety Net (PSSN) – the flagship social protection programme implemented by the Tanzania Social Action Fund (TASAF). The PSSN is based on a set of integrated interventions targeted for the poorest and most vulnerable households: i) a labour-intensive public works (PW) programme; ii) conditional cash transfers (CCTs); iii) a Livelihood Enhancement (LE) component providing support to households' economic driven interventions (such as community savings and investments); and iv) Targeted Infrastructure, supporting development and rehabilitation of social infrastructures under education, health and water sectors. During the period 2013–2019, TASAF vastly scaled up the programme in five waves, enrolling 1.1 million households and 5.1 million individuals in 9 960 communities, representing approximately 10.5 percent of the total population. A randomized impact evaluation was embedded within the scaled-up design of the PSSN, which found that even after a short period of implementation (2015–2017), the PSSN achieved several objectives including: increased consumption and food security, investment in better living conditions and human capital accumulation. To complement the findings of the official PSSN impact evaluation, in this study we analyse the indirect effects of the PSSN on the overall local economy.

This study is aimed at gaining an understanding of the poverty and vulnerability situation of forest-dependent communities in the United Republic of Tanzania and generating information on the availability of social protection interventions, with a view to identifying pathways for establishing sustainable social protection for these communities. Social protection is taken to include “all initiatives, both formal and informal, that provide social assistance to extremely poor individuals and households; social services to groups who need special care or would otherwise be denied access to basic services; social insurance to protect people against the risks and consequences of livelihood shocks; and social equity to protect people against social risks such as discrimination and abuse” (Devereux and Sabates-Wheeler, 2008).

This report presents findings from a study of the local-economy impacts of one of Lesotho’s largest social programmes, the Child Grants Programme (CGP), and a rural development intervention, the Sustainable Poverty Reduction through Income, Nutrition and Access to Government Services (SPRINGS) programme. The CGP provides cash transfers to eligible poor households, while SPRINGS was a multi-faceted productive intervention targeting areas reached by the CGP, that provided support in various forms. The study is part of a larger project - a partnership between FAO, IFAD and the Universidad de los Andes (UNIANDES) and its Centro de Estudios en Desarrollo Económico (CEDE) - that seeks to identify factors that lead to better articulation between social protection interventions and rural productive inclusion strategies.
