1998Le rapport de cette année confirme qu’à long terme, les populations des nations les plus pauvres sont devenues encore plus pauvres et victimes d’insécurité alimentaire, soulignant que cette tendance inadmissible s’est poursuivie ces dernières années. Les examens de politique des pays suggèrent que la promotion d’une croissance rapide, équitable et générale demeure un enjeu de taille. Toutefois, la croissance et l’équité, loin d’être pris dans un dilemme, sont des éléments aussi fondamentaux l’un que l’autre d’une stratégie saine de développement. Elles requièrent un engagement véritable pour réduire la pauvreté et répondre aux besoins sociaux, et nous devons saluer tous les efforts de nombreux pays, en particulier ceux d’Afrique, déployés dans cette direction. En même temps, dans la plupart des pays, la croissance dans l’équité ne peut être atteinte qu’en suivant une stratégie de développement rural vigoureuse prévoyant de gros investissements dans les infrastructures rurales, le capit al humain et les services sociaux. -
