Synopsis (short abstract) The case study aims to show the links between NAP and NAP-Ag programme activities and the resulting impacts. Given that the NAP-Ag programme in Kenya has only been running since mid-2016, it is too early to assess the impacts, however lessons can be drawn from the suite of activities that are being developed or implemented at the national and county level. The preparation of this case study is based on interviews with the UNDP – FAO NAP-Ag country coordinator, representatives from national Minis tries with climate change adaptation responsibilities, as well as extensive review of country reports and publications.

This case study on Uganda is part of a series that describes the steps taken to formulate and implement National Adaptation Plans (NAPs), with a particular emphasis on adaptation in agriculture (including forestry, livestock and fisheries). This series aims to provide national policymakers with valuable information from colleagues and counterparts in Asia, Africa and Latin America who are on the same adaptation planning journey to address the multiple challenges posed by climate change. Each case study describes the contribution and lessons learnt from the UNDP-FAO Integrating Agriculture in National Adaptation Plans (NAP-Ag) programme, funded by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) through the International Climate Initiative (IKI).

This document presents a proposed methodology for public expenditure review and analysis for climate change adaptation and mitigation in the agriculture sector (PERCC) and its application to a case study of Kenya. The document starts by explaining the basic methodological concepts, classification, and labeling of public expenditures that allow calculating spending in agriculture-related to climate change adaptation and mitigation. Next, the document applies the methodology to public expenditures in Kenya to analyse how agricultural spending policies help, or hinder, Kenya’s climate change adaptation and mitigation.

The Kenya Inception Workshop of the Integrating Agriculture into the NAPS is an introductory workshop, bringing together the stakeholders necessary for implementing the holistic aims of the project inside Kenya. The report written after the event is to brief both stakeholders, the UNDP and FAO on the event. The Workshop Overview of the Integrating Agriculture in NAPs Inception report enables interested parties to get a brief outline of the event, its attendants and the actions that took place without having to read the entire report. As part of a series of on reports submitted to the NAP-Ag programme, it is hoped that information can disseminated by the executive summaries to increase the effectiveness of partner countries workshops and report writing. The Workshop Overview will also serve as a quick highlight of the progress in partner countries being supported by the NAP-Ag programme. Understanding the processes done by the program’s partner countries allows for greater efficiency both inside the partner country but also among other partner countries. The Workshop Overview of the Inception report gives a breakdown of the key highlights, this allows for an immediate understanding of the outcomes of the summary without reading the entire report.
