本报告为第五期《亚太区域粮食安全和营养状况概述》年度报告。该出版物由粮农组织亚太区域办事处牵头,与各联合国伙伴方(联合国儿童基金会、粮食署和世卫组织)联手完成,介绍该区域在实现各项可持续发展目标(特别是可持续发展目标2 — 零饥饿)和世界卫生大会提出的与该区域粮食安全和营养相关的2030年目标方面取得的进展(或进展不足)。以往几期报告中展示进展曾处于停滞状态,继而出现倒退,随后让我们离目标越来越远。这种倒退趋势甚至在2019冠状病毒(COVID-19)疫情大面积暴发之前就已十分明显。疫情使情况进一步恶化,相关数据已反映在本报告中。有关健康膳食成本和可负担性的最新估计数据表明,该区域近45%的人口无力负担健康膳食。因此,降低健康膳食的成本,使人们负担得起,是实现消除饥饿(可持续发展目标2)目标以及其他可持续发展目标的关键。今年的报告还仔细分析城市地区的粮食安全和营养状况,这对于可持续发展目标各项指标的进展十分重要,因为该区域城市人口所占比例预计将在本十年期内超越50%。 -

2021近年来,在多种主要因素的作用下,世界已无法实现到2030年消除饥饿和一切形式营养不良的目标。COVID-19疫情和相关防疫措施使得我们面临的挑战愈发严峻。本报告对2020年全球粮食不安全和营养不良状况进行了首次评估,并就疫情影响挥之不去的复杂背景下饥饿到2030年将呈现何种状况提出了一些看法。报告还对健康膳食的成本和经济可负担性做出新的估计,找出各项粮食安全和营养指标之间的重要关联并对其趋势进行了分析。总之,本报告突出说明有必要更加深入地思考如何更好地应对全球粮食安全和营养现状。为了解饥饿和营养不良何以达到目前的严重程度,本报告回顾了以往四期报告的分析结果,这四期报告针对粮食安全和营养领域最新变化背后的主要因素积累了大量基于实证的知识。这些因素包括冲突、气候变异和极端气候、经济减速和衰退,无论是发生频率和严重程度都在不断上升,并在贫困和严重的长期不平等现象等深层因素推动之下进一步恶化。此外,世界各地大量民众因为无力负担健康膳食的成本,备受粮食不安全和各种形式营养不良的困扰。本报告在汇总相关知识的基础上,进行了更新并增加了新的分析,以便全面了解这些因素之间的相互作用以及对粮食体系产生的作用,同时了解它们如何给世界粮食安全和营养带来负面影响。实证有助于我们深入了解如何摒弃单一的解决方案,转而采用综合性粮食体系解决方案。就此,本报告提出了转型途径,有针对性地应对主要因素带来的挑战,同时指出需要通过哪些类型的政策和投资组合来实现粮食体系转型,以保障粮食安全,改善营养,确保人人可负担健康膳食。本报告指出,虽然疫情造成了巨大破坏,但我们能从中了解到疫情中暴露出来的脆弱性和不平等现象。如果用心思考,我们就能利用这些新的启发和智慧,让世界重新走上正确的轨道,实现消除饥饿、粮食不安全和一切形式营养不良的目标。为此,本报告明确指出了所需的政策。

Transforming food systems for food security, improved nutrition and affordable healthy diets for all
2021In recent years, several major drivers have put the world off track to ending world hunger and malnutrition in all its forms by 2030. The challenges have grown with the COVID-19 pandemic and related containment measures. This report presents the first global assessment of food insecurity and malnutrition for 2020 and offers some indication of what hunger might look like by 2030 in a scenario further complicated by the enduring effects of the COVID-19 pandemic. It also includes new estimates of the cost and affordability of healthy diets, which provide an important link between the food security and nutrition indicators and the analysis of their trends. Altogether, the report highlights the need for a deeper reflection on how to better address the global food security and nutrition situation.To understand how hunger and malnutrition have reached these critical levels, this report draws on the analyses of the past four editions, which have produced a vast, evidence-based body of knowledge of the major drivers behind the recent changes in food security and nutrition. These drivers, which are increasing in frequency and intensity, include conflicts, climate variability and extremes, and economic slowdowns and downturns – all exacerbated by the underlying causes of poverty and very high and persistent levels of inequality. In addition, millions of people around the world suffer from food insecurity and different forms of malnutrition because they cannot afford the cost of healthy diets. From a synthesized understanding of this knowledge, updates and additional analyses are generated to create a holistic view of the combined effects of these drivers, both on each other and on food systems, and how they negatively affect food security and nutrition around the world.In turn, the evidence informs an in-depth look at how to move from silo solutions to integrated food systems solutions. In this regard, the report proposes transformative pathways that specifically address the challenges posed by the major drivers, also highlighting the types of policy and investment portfolios required to transform food systems for food security, improved nutrition, and affordable healthy diets for all. The report observes that, while the pandemic has caused major setbacks, there is much to be learned from the vulnerabilities and inequalities it has laid bare. If taken to heart, these new insights and wisdom can help get the world back on track towards the goal of ending hunger, food insecurity, and malnutrition in all its forms. -
