No results found.The Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing (PSMA) was approved by the Conference of the Food and Agriculture Organization of the United Nations (FAO) in 2009 and entered into force in June 2016. It is the first binding international agreement to combat illegal, unreported and unregulated (IUU) fishing by strengthening port state controls as a means of ensuring the long-term conservation and sustainable use of living marine resources.FAO supports the implementation of PSMA through the global programme PGM/MUL/2016-2021/PSMA, consisting of 21 projects/projects funded by bilateral and multilateral donors. Since the programme was launched in 2017, the European Union, Germany, Iceland, the Republic of Korea, Norway, Spain, Sweden and the United States of America have committed over USD 27.7 million.The evaluation aims to provide accountability to national governments, resource partners and FAO management for the results to which the programme contributed. It also seeks to draw lessons from the programme’s design and implementation that could inform future, similar interventions. The findings, conclusions and recommendations of the evaluation will inform the 5th Meeting of the Parties to the Agreement and contribute to a broader understanding of FAO’s work on the prevention of IUU fishing. -

No results found.This document contains the report of the second meeting of the Strategy ad hoc Working Group (SWG) established by the Parties to the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing (hereinafter referred to as the Agreement or the PSMA), held in Busan, Republic of Korea, from 21 to 25 October 2024. It was attended by 38 Parties to the Agreement, and by observers from three States, three intergovernmental and one international non-governmental organization. In line with its terms of reference adopted by the Parties, the SWG discussed aspects to improve the effectiveness of the PSMA, namely in relation to increasing adherence to the Agreement, the fulfilment of Parties’ responsibilities, mechanisms for the monitoring, review and assessment of the implementation of the Agreement, as well as resources required for the sustainable functioning of the Agreement. On the basis of the discussions and on the consolidated outcomes of the five PSMA Regional Coordination Meetings convened in 2024, the SWG drew up a series of recommendations to strengthen the implementation of the PSMA and its effectiveness in combating illegal, unreported and unregulated fishing. The SWG also considered options for monitoring the implementation of the Agreement.
