Synopsis (short abstract) A number of African, Caribbean and Pacific ( countries rely, to varying extents, on fish trade for food security and economic development In addition to their value in trade, fisheries provide an important source of protein, employment and foreign income for the majority of ACP countries Despite their potential contribution to sustainable development, fisheries and aquaculture generally account for less than 5 percent of GDP of ACP countries, though the figure ranges from less than 1 percent in some countries, such as Vanuatu, Kenya and Jamaica, to as much as 14 percent in the Marshall Islands A number of factors impact upon this weak contribution, in particular a lack of private sector investment in fisheries and aquaculture businesses, as well as low productivity, including food loss and waste due to poor handling and processing, which in turn results in low prices and constrains access to markets with higher prices These constraints have been recognized and discussed by ACP fisheries and aquaculture ministers in a number of fora (such as the ACP Strategic Plan for Fisheries and Aquaculture and the Declaration of the 5 th meeting of the ACP Ministers in charge of fisheries and aquaculture) One response of the ACP Secretariat was to reach out to FAO for assistance in securing funding from the European Union, as part of 11 th European Development Fund ( for a project to increase the sustainability of fish value chains across the three ACP regions Subsequent discussions between the ACP Secretariat, the European Union’s Directorate General for International Cooperation and Development (DG DEVCO) and FAO resulted in the formulation of a way forward by focusing on prioritized value chains in ACP countries and investing significantly to enable micro, small and medium sized enterprises in the value chains to access finance and other forms of investment funds In December 2018 following a formal request from the ACP Secretariat to access EUR 40 million from EDF 11 via the ACP Fisheries and Aquaculture Action Document and to submit the action document for review at the next EDF 11 Finance Committee in 2019 DG DEVCO agreed to the request for the FishInvest project.

This is the report of the Seventh Asia-Pacific Fishery Commission (APFIC) Regional Consultative Forum Meeting (RCFM) on Sustainable Development for Resilient Blue Growth of Fisheries and Aquaculture. The meeting was convened in Cebu, Philippines from 7 May to 9 May 2018 and was attended by 80 participants from 16 countries, together with representatives from ten regional and international partner organizations and projects. The key conclusions and recommendations endorsed by the Seventh RCFM are summarized as: (1) The RCFM recognized the great advances in the four thematic areas pertaining to sustainable and resilient fisheries and aquaculture for blue growth in the region; (2) There are a number of remaining and emerging challenges to the sustainability and resilience of fisheries and aquaculture sector; (3) There remains a great need in many countries for reinforced legal frameworks and guiding policies to ensure a human rights-based and environmentally friendly development of the region’s fisheries and aquaculture sectors in line with the Voluntary Guidelines for Securing Sustainable Small-scale Fisheries (SSF Guidelines) and the Code of Conduct for Responsible Fisheries (CCRF); and (4) More targeted disaster risk management and climate change strategies and technologies for the sector are needed in several countries. The RCFM considered the reviews of regional fisheries and aquaculture, presentations by member countries and regional organizations, reports of action plans of APFIC regional consultative workshops and the major issues outlined in the agenda and developed a report and recommendations to inform the Thirty-fifth APFIC Session.

This is the final report of the Sixth Asia Pacific Fisheries Commission (APFIC) Regional Consultative Forum Meeting (RCFM) convened in Colombo, Sri Lanka, 8-10 February 2016 under the theme “Promoting Blue Growth in fisheries and aquaculture in the Asia-Pacific region”. The “Blue Sectors” of fisheries and aquaculture make a significant contribution to food and nutrition security and the livelihoods of millions in the Asia Pacific Region. The meeting heard how these sectors face a range of challe nges and how Blue Growth Initiatives can support member countries to address them. The meeting was successful at providing member countries, partners and regional organizations a platform to present progress, discuss key issues and make recommendations to FAO.

Fisheries and aquaculture support the livelihoods of millions of people around the world. In rural and coastal communities they often play a key role for a society’s culture and identity. As these communities know well, fish is also a healthy and nutritious food, with the potential to feed our growing planet. But as the population grows, the demand for fish increases, and our natural resources are increasingly stressed. Sustainable management and development is crucial to preserving these resources for future generations. Like the Green Economy principles that preceded it, FAO’s Blue Growth Initiative emphasizes the three pillars of sustainable development – social, economic, and environmental– so that fisheries and aquaculture contribute to the 2030 Agenda Sustainable Development Goals (SDGs). The Blue Growth Initiative is a strategic approach to improving the use of aquatic resources resulting in better social, economic and environmental outcomes.
