Synopsis (short abstract) In Chapters VI and VII the authors set out their recommendations for the stimulation of fishery development in the Indian Ocean. These may be categorized as specific undertakings or action proposals and policy guideline proposals. The action proposals are grouped in five categories. The categories are not listed in order of priority, but within each category priority judgements have been indicated. The policy-guideline proposals are listed in the order in which they occur in the text, costs and other information relating to the recommendations are given in Chapter VIII.

    This report has been prepared by an FAO/IOP Mission to East Java, Indonesia, as a result of its investigation of the development prospects of the fisheries for Indian oil sardine (Sardinella longiceps) in the Bali Strait. The technical details of the present fishery are dealt with, including the economics of the various operations, landing facilities and marketing and processing arrangements. The fishery has expanded considerably in recent years through the introduction of a large number of purs e seiners, a development which, given the limited nature of resources, now threaten the traditional fisheries which provide a living for a large number of fishermen. The Mission recommends that no more purse seiners be brought in until investigation of the resource shows whether or not it can sustain heavier fishing. Detailed proposals for the technical improvement of the existing craft and gear are presented and recommendations made with respect to the development of the infrastructure and the improvement of marketing operations. Credit facilities and institutional changes needed to facilitate these improvements are recommended.

    This paper outlines the role of sociological analysis in the design of agricultural investment projects, particularly those being prepared for funding by multilateral financing institutions. It is intended mainly to assist mission leaders as well as sociologists, anthropologists and socio-economists working for the FAO Investment Centre. Some observations and recommendations will also be relevant to Governments, lending agencies and consulting firms engaged in agricultural investment project for mulation. It covers basic concepts and principles, sociological analysis required for different types of projects, the range of options for its integration in the investment project cycle, and provides a practical guideline for the design and implementation of diagnostic studies of target groups and their farming systems.
