MeetingMeeting documentالمشاورة الفنية بشأن إدارة المخاطر البيولوجية في قطاعي الأغذية والزراعة بانجكوك، تايلند، 13-17/1/2003 تقرير عن المشاورة الفنية 20031- اجتمعت المشاورة الفنية المعنية بالمخاطر البيولوجية في قطاعي الأغذية والزراعة في بانجكوك، تايلند، من 13 إلى 17 يناير/كانون الثاني 2003. ويتضمن المرفق ألف قائمة بأسماء المندوبين والمراقبين. وكان الغرض من هذه المشاورة هو تقديم المشورة للحكومات بشأن إمكانيات التوفيق بين، الطرق المطبقة في تحليل المخاطر، حيثما يكون ذلك مناسباً، وتعزيز بناء القدرات حيثما يكون ذلك لازماً، وخصوصاً في البلدان النامية والبلدان التي تمر اقتصادياتها بمرحلة تحول، وإقامة نظام لتبادل المعلومات الرسمية الخاصة بإدارة المخاطر البيولوجية في قطاعي الأغذية والزراعة ("الأمن الحيوي"). وكانت منظمة الأغذية والزراعة قد قررت اعتبار الأمن الحيوي مجالاً من مجالات الأولوية للعمل متعدد التخصصات، وتنسيق هذه العملية في داخل المنظمة. وأجريت مشاورات خلال سنة 2002 مع المنظمات الدولية الأخرى المعنية لاستطلاع إمكانيات التعاون في هذا المجال، كما عُقِدت مشاورة خبراء اشترك فيها 19 من الخبراء الدوليين وذوي الخبرة في هذا المجال للتمهيد لعقد المشاورة الفنية الحالية التي ستوضع نتائجها أمام لجنة الزراعة بالمنظمة في مارس/آذار 2003.

Brochure, flyer, fact-sheetBrochureالتحديات الرئيسية الناشئة المرتبطة بسلامة الأغذية 2019يواجه العالم عوائق على الصعيد العالمي لا سابق لها تؤثر في استدامة النظم الغذائيّة والزراعيّة وبالتالي في سبل عيش المزارعين الأسريين وأصحاب الحيازات الصغيرة في مختلف أنحاء العالم. وتشمل هذه المشاكل استنزاف الموارد والتأثيرات السلبية لتدهور البيئة على غرار التصحّر والجفاف وتدهور الأراضي وندرة المياه والتلوث وخسارة التنوع البيولوجي؛ وتغير المناخ؛ وازدياد عدد سكان العالم بشكل مطرد لا سابق له. وتنطوي هذه التحديات مجتمعةً على تهديدات خطيرة على الأمن الغذائي. فالجوع ونقص التغذية المزمن في ازدياد، ولا تزال الأمراض المنقولة عن طريق الأغذية التي يمكن الوقاية منها تصيب ملايين الأشخاص سنويًا. وعلاوة على ذلك، ثمة توقعات تفيد بأنه بحلول عام 2050 سيتطلب عدد سكان العالم المتزايد ضعف كميّة الغذاء التي تم إنتاجها في عام 2012. وتتفاقم هذه المشكلة بسبب فقدان أو هدر حوالي ثلث الأغذية المنتجة على الصعيد العالمي ، ويُعزى ذلك في معظم الأحيان إلى أوجه الضعف في سلامة الأغذية وإدارة الجودة على امتداد سلاسل القيمة. وبالتالي، فقد وصلت القطاعات الزراعية كافةً أي المحاصيل والثروة الحيوانية وتربية الأحياء المائية إلى مرحلة مصيرية. وبالتزامن مع ازدياد الإنتاجية الزراعية، لا يتعيّن تقليص الآثار البيئية السلبية إلى أكبر قدر ممكن فحسب، بل ينبغي عكسها أيضًا. ويمثل ذلك نقلة نوعية في قطاع الزراعة نحو التكثيف المستدام للإنتاج لمواجهة الصدمات والتغيير، مثل التقلبات المناخية والأزمات المرتبطة بسلامة الأغذية الناشئة أو التي تعاود الظهور. فثمة حاجة إذًا إلى استجابات وسياسات وتنمية القدرات والابتكارات والحوافز على المستويات الوطنيّة والدوليّة وعلى نحو مشترك بين القطاعات لمعالجة الشواغل المرتبطة بسلامة الأغذية والمقترنة بتسارع وتيرة

2019This year’s report presents evidence that the absolute number of people who suffer from hunger continues to slowly increase. The report also highlights that food insecurity is more than just hunger. For the first time, the report provides evidence that many people in the world, even if not hungry, experience moderate food insecurity as they face uncertainties about their ability to obtain food and are forced to compromise on the quality and/or quantity of the food they consume. This phenomenon is observed globally, not only in low- and middle-income countries but also in high income countries. The report also shows that the world is not on track to meet global nutrition targets, including those on low birthweight and on reducing stunting among children under five years. Moreover, overweight and obesity continue to increase in all regions, particularly among school-age children and adults. The report stresses that no region is exempt from the epidemic of overweight and obesity, underscoring the necessity of multifaceted, multisectoral approaches to halt and reverse these worrying trends. In light of the fragile state of the world economy, the report presents new evidence confirming that hunger has been on the rise for many countries where the economy has slowed down or contracted. Unpacking the links between economic slowdowns and downturns and food insecurity and malnutrition, the report contends that the effects of the former on the latter can only be offset by addressing the root causes of hunger and malnutrition: poverty, inequality and marginalization. -

Por vez primera, el informe proporciona datos según los cuales hay muchas personas en el mundo que, si bien no padecen hambre, experimentan inseguridad alimentaria moderada, ya que se enfrentan a incertidumbres en cuanto a su capacidad para obtener alimentos y se ven obligadas a aceptar menos calidad o cantidad en los alimentos que consumen. Este fenómeno se observa a nivel mundial, no solamente en países de ingresos bajos y medianos, sino también en países de ingresos altos. El informe también pone de manifiesto que el mundo no está en camino de cumplir las metas mundiales de nutrición, incluidas las relativas al bajo peso al nacer y a la reducción del retraso del crecimiento en los niños menores de cinco años. Además, el sobrepeso y la obesidad siguen aumentando en todas las regiones, especialmente entre los niños en edad escolar y los adultos. El informe destaca que no hay ninguna región libre de la epidemia del sobrepeso y la obesidad, y subraya la necesidad de enfoques multifacéticos y multisectoriales para detener y revertir estas inquietantes tendencias. -

The specific threats considered in the report are soil erosion, compaction, acidification, contamination, sealing, salinization, waterlogging, nutrient imbalance (e.g. both nutrient deficiency and nutrient excess), and losses of soil organic carbon (SOC) and of biodiversity.
