    La FAO reconnaît le rôle fondamental des semences dans le développement agricole. L’amélioration de la qualité des semences permet d’augmenter le potentiel de rendement des cultures, les semences étant l’un des intrants les plus efficaces à moindre coût pour améliorer la production et la productivité des cultures. Lors de la Conférence technique sur la production de semences améliorées (Kenya, 1981) et de la Consultation d’experts sur le mouvement transfrontière des semences (Rome, 198 6), organisées par la FAO et l’Agence suédoise de développement international et de coopération (SIDA), le concept des «Semences de qualité déclarée» a été défini comme une stratégie permettant d’accroître l’accès des communautés agricoles à des semences de qualité. Suite à différents débats et études sur ce concept, le Service des semences et des ressources phytogénétiques de la FAO, en consultation avec les experts compétents, a préparé des principes directeurs pour différentes esp èces cultivées qui ont été publiés en 1993 dans l’ouvrage intitulé « Étude Production Végétale et Protection des Plantes No. 117 Semences de qualité déclarée – Directives techniques relatives aux normes et modalités».

    The Government of Uzbekistan recognizes the importance of agriculture for enhancing national food security and strengthening the rural economy. Half of the country’s population lives in rural areas, and reducing the gap between urban and rural livelihoods is an important component in maintaining social stability. Agriculture has considerable potential for development, particularly in the production of cereals, potatoes and high-value vegetable crops to supply the growing domestic market and for export. In this regard, it was important to improve national legislation to facilitate trade. It was also necessary to promote and maintain an efficient and sustainable seed sector that would meet the needs of farmers, ruraldevelopment, and the national economy. In addition, there was an urgent need to establish collaborative initiatives to prevent the introduction and spread of quarantine pests in the country. Limited knowledge of modern plant protection methods and the absence of technically justified phytosanitary measures were serious constraints in Uzbekistan’s phytosanitary system, owing to a lack of experienced and trained personnel, as well as a shortage of modern equipment and communication means. Considering the above, the Ministry of Agriculture (MoA) requested that FAO provide assistance to improve national seed and phytosanitary legislation, and strengthen national capacities in plant health and trade facilitation.

    Guidelines for seed rhizome production 2021

    The Guidelines for Production Of Seed Rhizome in Shadehouse Facility under a Certification Programme in Jamaica describes the processes involved in the production of disease-free healthy seed rhizomes utilizing tissue culture sources of planting material and the single bud technology for ginger production in Jamaica. The manual provides information on the certification process for persons desirous of becoming certified “seed rhizome producers” and the production practices which should result in the multiplication of limitedly available planting material and a better-quality product for field production. The details of the steps to be taken towards becoming a certified producer of ginger planting material are clearly outlined and provide an opportunity for persons engaged in commercial production of ginger planting material to increase their levels of production and productivity. It must be noted that the information contained herein is a guide that will evolve over time as more information becomes readily available.
