Synopsis (short abstract) The Community Fisheries Centre (CFC) strategy is presented as an organizational concept for providing the basic infrastructure and services needed to deal with the problems confronting small-scale fisheries development. Various types of fishermen's organizations, integrated development strategies, and the options for the technical services and support modules which go together to make up a CFC are examined in detail. Particular attention is giv en to participatory identification of important problems facing the fisherfolk, and the planning, mobilization of local resources, and implementation of locally based microprojects to deal with them. The operation and management of the CFC, and of the associated multidisciplinary Fisheries Development Unit which provides technical support and training to one or more CFCs, is covered in some detail. A final chapter is devoted to the possible role of fisheries cooperatives in a CFC context.

    Article 10 of the Code of Conduct for Responsible Fisheries (CCRF) sets out principles and standards for the integration of fisheries in coastal management. Article 10.2.4 of the CCRF states: “States, in accordance with their capacities, should establish or promote the establishment of systems to monitor the coastal environment as part of the coastal management process using physical, chemical, biological, economic and social parameters. “The guidelines presented in Part 1 of this Fisheries Technical Paper attempt to identify empirically verifiable key indicators for the identification of socio-economic and demographic issues, problems and opportunities in coastal and aquatic resources management and for monitoring the impact of management measures on the socio-economic well-being of coastal and fishing communities. The guidelines also identify data sources and methods for the collection of data. Part 2 contains a summary of the proceedings and recommendations of the Regional Workshop on the Use of Demographic Data in Fisheries and Coastal Development and Management in the Philippines and other Southeast and South Asian Countries held at the University of the Philippines in the Visayas, Miag-ao, Iloilo, Philippines from 18 to 21 March 2002, as well as selected papers from the workshop. In Part 3, two case studies, one from the United States of America and the other from Italy, describe how socio-economic and demographic indicators are actually used in coastal and aquatic resources management.

    The guidelines provide principles and basic considerations on microfinance services to fisheries and aquaculture. Lending models, methodologies and policies are elaborated on that are applicable to fisheries while adhering to the best practices in the microfinance field. An overview is given of recent experiences with microfinance programmes in fisheries and aquaculture in Asia and conclusions regarding future directions and initiatives. Two case studies of FAO-executed projects incorporat ing microfinance programmes in coastal fishing community development in the Philippines and in small-scale aquaculture development in Viet Nam provide examples of how microfinance can contribute to the empowerment of women in fishing and fish farming communities, help alleviate poverty and contribute to the socio-economic well-being and food security of fishers and fish farmers.
