4. Aquaculture
The objective will be to establish a programme of action for aquaculture development through the improvement of cultural practices in existing areas in particular countries, and the development of new areas.
Determination of particular aquaculture systems most likely to be profitable;
Examine the probable availability of stocking material for promising types of aquaculture, either from wild stocks or through hatcheries.
Plan programmes of research and pilot-scale operations for the promising types of aquaculture.
Preparation of pre-investment or feasibility studies for aquaculture expansion and development;
Preparation of programmes for aquaculture development in the particular countries.
Feasibility studies or pre-investment studies for (i) above.
5. Preliminary and Complementary Activities
Assessing the status and socio-economic position of the artisanal fishermen in the appropriate countries of the Programme.
Assist the appropriate countries in the preparation of programmes oriented toward the resolution of the problem appreciating the two aspects of it; firstly the activities that can be implemented by the fishery sector of the respective countries and secondly, activities that must be taken care of by rural development schemes.

Follow-up assistance by a fishery biologist and a master fish farmer to the fish cage farming activity at the Kuala Besut Small-Scale Fisheries Pilot Project was undertaken. The problems encountered with the original cages set in the Kuala Setiu Lagoon were identified. New innovations with regards to the physical structure of the cages as well as with their management were initiated to try to solve some of the problems. Continued implementation of this activity was pursued by the master fish farmer within a three-month stay at the site.
