| This document contains a report of the proceedings of the Forty-Second Session of the Council of which the Chairman was Georges Haraoui (Lebanon), who had been elected Independent Chairman of the Council only a few days earlier by the Conference. |
| Georges Haraoui was taken suddenly ill towards the end of February 1964 and died on the 28th of that month. |
| The Director-General wishes to record his deep regret and sense of loss at the passing of this good friend of the Organization. His sentiments have been echoed in the many messages received from governments, officials and friends. |
