Dear Ian,

We are pleased to submit to you the Report of the Sixth External Programme and Management Review of International Rice Research Institute (IRRI), conducted by a Panel chaired by Dr. Richard Flavell of Ceres Inc., USA. The Report of the Panel is accompanied by two attachments: IRRI’s response to the Panel Report; and the Science Council (SC) Commentary.

The Review Report and IRRI’s Board and Management Response to the Report were discussed by SC at its Inaugural meeting at ICARDA in Aleppo, Syria, in May 2004. It will be taken up by ExCo at its 7th meeting in Rome in September 2004.

The Panel carried out a very analytical and strategic review of IRRI's programmes and management. The Report commends IRRI for its commitment to its mission and the solid research it is conducting. Its recommendations on programmatic aspects cover specific aspects of IRRI’s research including functional genomics, water management, and impact studies in unfavourable environments. The Panel also recommends some restructuring of the Centre’s project portfolio, establishment of flagship programmes, revitalization of the international network for genetic evaluation of rice (INGER), and the conduct of a study that will compare models for deployment of IRRI scientists at HQ and outreach sites. On governance and management, the recommendations focus on strengthening the nomination and selection process for members of IRRI’s Board of Trustees (BOT), keeping the BOT informed about the institute’s financial status, and on developing updated investment portfolio guidelines. IRRI is in agreement with all of the Panel's recommendations.

The SC has endorsed the recommendations of the review. We agree with the overall conclusion of the Panel that IRRI will continue to play an important role in rice research in the future. This review provides strong assurance to the donors and stakeholders that their continuing future support of IRRI is justified.
