EL PRESIDENTE: Buenos días distinguidos delegados. Se abre la séptima sesión plenaria del Consejo. Distinguidos delegados espero que hayan tenido un buen fin de semana y que se encuentren descansados. Deseo hacerles varios anuncios conforme a la decisión tomada por el Consejo el día jueves.

En primer lugar, el Comité de Seguridad Alimentaria se reunirá el día de mañana a las 9. 30 horas en esta sala.

En segundo lugar, respecto de nuestra Orden del Día, deseo llamar la atención del Tema 20, "Otros Asuntos". El distinguido Observador de Turquía ha pedido la palabra para hacer una declaración a propósito del Congreso Forestal Mundial que se celebrará en Antalia Turquía, del 13 al 22 de octubre del próximo año 1997.

En tercer lugar, les recuerdo que está pendiente el tema 6 de nuestra agenda, relativo a los recursos genéticos. Había un proyecto de resolución que fue presentado por tres países. Ustedes cuentan con una copia de ese proyecto desde la semana pasada. Como les había advertido, se constituirá un grupo de trabajo para estudiarlo. Yo propuse que este grupo de trabajo tuviera una participación limitada, que no fuera un grupo excesivamente grande. No quiero predeterminar el número pero sí les pido a cada uno de los representantes regionales, o a los presidentes de cada región que se consulten con sus miembros con el propósito de que dentro de los miembros del Consejo, se identifiquen a unos cuantos, pocos si es posible, representantes de cada región, de preferencia dos o tres de cada región, para que participen en los trabajos del grupo que estudiará el proyecto de resolución sobre recursos fitogenéticos, el día de mañana en la Sala Líbano a las 9. 30 horas. Hoy en la tarde, que en principio tendremos libre como Consejo, podremos entrar en contacto con los presidentes de los grupos regionales y con otros representantes para identificar a los miembros que participarán en el grupo de trabajo.

Otro anuncio importante es el siguiente, ustedes recordarán que el día jueves el Director General había prometido distribuir una propuesta de texto basado en documentos internacionales ya existentes. Dichos documentos se encuentran ya disponibles en todos los idiomas en la mesa de documentos. La razón por la cual no fue distribuido ayer es porque no estaban en todos los idiomas.

David BEEHAN (Ireland): Just a comment on the announcement about the CFS beginning tomorrow and Wednesday before I go into my statement. I understood that we were to have some consultations today, I thought this was agreed, but however it is just a comment.

Ireland, Mr Chairman, in its role as presidency of the European Union, presents this statement on behalf of the European Community and its fifteen Member States.

We regret, Mr Chairman, that we feel obliged to present a formal statement, in response to certain reactions of the platform to the interventions on the preparatory process of the World Food Summit, made on behalf of the European Union and a number of other members, at the Council on the afternoon of Thursday 3 October.

It is clear that we all share, whole-heartedly, a concern to achieve a consensual text which will lead the world forward in the effort to help resolving the problems of hunger and malnutrition. Up to this point, all concerned have put in an enormous effort and have worked together successfully, in developing the text for the Policy Statement and the Plan of Action that we now have before us. This represents an excellent progress, but our concern is to see that progress continues in resolving the remaining issues. A good atmosphere and consensus are essential to the process and these prevailed, throughout our considerations of text, in the technical group established by the CFS.

It is with sadness that we observed a change of atmosphere in the Council debate on Thursday afternoon, during our discussion on procedural matters that, unfortunately, became confrontational. Our concern was solely to find the best practical way forward, leading to a successful conclusion and this remains our paramount concern.

It is most regrettable that differences of opinion, on the process, were portrayed as being a lack of commitment to the fight against hunger of the world. We cannot believe that our commitment in this respect is in question, neither can there be any doubt on the contribution that the European Union makes to FAO and all its activities. We do not wish to see the Summit, to which we all attach enormous importance, put in jeopardy because we moved away from the traditional principie by which agreement is reached.

I would repeat, Mr Chairman, our conviction that to cap our efforts to the success that we are all so ardently committed, demands a positive spirit and an acknowledgement, of the necessity of moving forward on the basis of consensus. We are confident that this process will lead us to a final text in due time and before the Summit. Now, we feel it would be better for all parties to have a break to reflect and re-energize themselves.

On the matters of substance, referred to last Thursday, I should like to make very clear that the European Union takes extremely seriously, as prerequisites for sustainable food security, the need for democracy, good governance and human rights, and the essential relevance to food security, particularly, at household level, of improved reproductive health, advice and services.

We are particularly concerned that there was no attempt to develop a consensus which should be an inherent part in the process of preparing for the Summit, and in line with the tradition of the United Nations. Despite this, we are prepared to particípate in the CFS over the next two days in a very positive manner.

EL PRESIDENTE: Muchas gracias distinguido Representante de Irlanda. El Consejo toma nota de declaración que usted ha hecho en nombre de quince países de la Unión Europea. El Consejo debatió este tema el jueves y tomó una decisión que no veo como una confrontación sino como una decisión que necesariamente el Consejo tenía que tomar. Esa decisión fue tomada y le agradezco a usted la expresión de buena voluntad, de buena fe y de participación en nombre de los Estados que usted representa. Esto abre, la posibilidad de continuar de manera fructífera el trabajo de ese Comité que está investido con la responsabilidad de concluir sus trabajos antes de a la celebración de la Cumbre.

No deseo abrir el debate sobre un asunto que ya ha sido tratado. El Comité de Seguridad Alimentaria informará el día jueves al Consejo sobre el resultado de lo que hayan discutido en estos dos días que el Consejo ha puesto a su consideración. Paso de inmediato al Tema 7 de nuestra agenda. Les repito distinguidos delegados, no voy a abrir el debate sobre un tema que ha sido ya terminado y las declaraciones aquí hechas no constarán en el informe en esa parte.

Andrew Keith PEARSON (Australia): It is certainly not to reopen discussions on this last point, but I wish to just pick up on some of your comments earlier in relation to the Plant Genetic Resources Drafting Group.

The Southwest Pacific has one Council Member. Obviously, it is very important that they participate fully in both the Council and now the meetings of the CFS that are due to start at the same time tomorrow morning. Could I just raise, please, the problem that clash is going to cause and ask that some consideration be given to the fact that, trying to be in two or three places at the same time on very important issues, is going to be a little beyond us.

EL PRESIDENTE: Tomo nota de lo que me ha dicho, seguramente otras delegaciones tendrán su mismo problema. Yo, hoy en la tarde como les había dicho, entraré en contacto con los representantes de los grupos regionales y a la luz de esas discusiones determinaremos, entonces, el momento más apropiado para reuninos, de manera que no se intervenga con el Comité de Seguridad Alimentaria. De cualquier manera, deseo informarles que ya teníamos preparada una sala e interpretación para mañana; sino pueden reunirse buscaré una nueva oportunidad y espero podérselo transmitir antes de que termine la mañana del día de hoy. EL PRESIDENTE: Distinguido delegado, el jueves concluimos con un proceso de negociación que terminó en una decisión del Consejo. Su declaración se presenta después de haber tomadouna decisión y por tanto deberá ser recogido en el informe, aunque no estemos debatiendo esa parte. En todo caso, su presentación está en el verbatim del Consejo, pero quiero que tome en cuenta, usted no puede referirse a un punto que ha sido clausurado y luego decir que su posición no fue discutida entonces.
