ABSTRACT
The ad hoc Meeting of Experts on the independent appraisal of
the achievements of the GFCM Scientific Advisory Committee (SAC) was held in
Rome, Italy, from 27 to 28 August 2003. The meeting was attended by five Experts
from SAC in their personal capacity and by a specialized Consultant. The
appraisal stemmed from an initial suggestion from CopeMed that it would be
opportune, in the context of the forthcoming entry into force of the GFCM
Autonomous budget, to appraise the work of SAC since its inception. This was
supported by the Second Coordinating meeting of the SAC Sub-committees. At its
Sixth Session in 2003, SAC further welcomed the offer made by the Secretariat to
undertake an external evaluation of its achievements (1999-2003). On the basis
of the report of the Consultant, the Meeting of Experts reviewed and summarized
major achievements of SAC and identified strengths and weaknesses of its
process. The Meeting further suggested to consider a number of preliminary
options for improving the efficiency of the Committee, giving emphasis on a
task-oriented advisory process driven by GFCM management objectives and an
enhanced capacity to formulate management advice, based on multispecies
assessments and using multidisciplinary reference points, compliant with an
ecosystem approach to fisheries.
RÉSUMÉ La Réunion ad hoc d’experts sur la revue indépendante des réalisations du Comité scientifique consultatif (CSC) de la CGPM a eu lieu à Rome (Italie) les 27 et 28 août 2003. Y ont participé cinq experts du CSC à titre personnel et un consultant. L’évaluation fait suite à une proposition initiale du projet COPEMED, à la suite de laquelle il a été estimé opportun, compte tenu de l’entrée en vigueur prochaine du budget autonome de la CGPM, d’évaluer les travaux du Comité scientifique consultatif depuis sa création. Cette proposition a été approuvée à la deuxième réunion de coordination des sous-comités du CSC. A sa sixième session en 2003, le Comité s’est félicité de l’offre du secrétariat d’entreprendre une évaluation indépendante de ses réalisations (1999-2003). Sur la base du rapport du consultant, la réunion d’experts a passé en revue et résumé les principales réalisations du Comité, et identifié les points forts et les faiblesses de son mode de fonctionnement. La réunion a également suggéré d’étudier plusieurs options préliminaires en vue d’améliorer l’efficacité du Comité, en privilégiant en particulier un processus consultatif orienté sur les tâches respectant les objectifs de gestion de la CGPM et une capacité renforcée de formulation d’avis en matière de gestion, sur la base d’évaluations polyvalentes et utilisant des points de références pluridisciplinaires, compatibles avec une approche écosystémique de la gestion des pêches.
