Programme prospectus
With the goal to promote good governance and environmental sustainability in the Aral Sea Basin through the development of a water resources training network and long-term international cooperation at policy, management and operations levels, a five-year project has began in March 2000 funded partially by the Canadian International Development Agency (CIDA). The establishment of the ICWC Training Center was the first step in achieving project objectives, which foresees a combination of study tours, seminars, courses and train-the-trainer programmes that aim to increase the capacity of water management professionals at all levels from the grassroots, through management to policy levels.

At the senior management level, workshops are held to build on examples observed in Canada. Senior managers from each of the five countries of the Aral Sea Basin (Kazakhstan, Uzbekistan, Kirgistan, Tajikistan and Turkmenistan) are brought together to engage in discussions and activities. Although the exact content of the discussions is a function of the interests and specialties of the participants, topics encouraged include, but are not limited to:

- Strategies to increase information and data sharing between countries of the region
- Strategies to increase awareness of each republic's particular water needs
- Strategies to promote the development of an integrated water management system in the region

These seminars include those for advanced irrigated agriculture and are within the framework of six modules: general issues, economics of irrigated agriculture, irrigation, operation and maintenance, amelioration and ecology and programming/modeling in irrigated agriculture.

Brief description of institution/organization
The main objective of the Training Center of Interstate Commission for Water Coordination (TC-ICWC) is to render advanced training to high and middle level specialists, inform them of technological know-how in the field of water and land resources management, irrigation, drainage and protection of environment.

Together with improving professional skills, TC-ICWC is intended to foster cooperation between the countries in the region in water resources use and management, development of unified approaches at the level of water specialists and decision makers.
