Programme prospectus
A five year project was started in March 2000, funded partially by the Canadian International Development Agency (CIDA). This goal is to promote good governance and environmental sustainability in the Aral Sea Basin through the development of a water resources training network and long-term international cooperation at the policy, management and operations levels. The establishment of the ICWC Training Center was the first step towards achieving project objectives, which foresees a combination of study tours, seminars, courses and train-the-trainer programmes to increase the capacity of water management professionals at all levels from the grassroots, through management to policy levels.

Among theses activities, short-term technical courses are offered to technical personnel, whose role is to work closely in water basins and at the farm level in water management. The courses promote the development of skill and knowledge in the areas of resource conservation, water laws (both domestic and international) and integrated water management. This activity encourages participants from each country to share information and promote a more common approach to water management in the region. Ten courses are planned, some will include, but are not limited to: water resources management at the basin scale, on-farm water management, water conservation and improving water use efficiency, information systems and data exchange, increasing crop productivity on irrigated lands, subsurface drainage and water table management, integrated irrigation and drainage systems, water quality improvement in irrigated agriculture, water rights and water trading and managing water users associations and gender considerations in the operations of Water Users Associations.

Brief description of institution/organization
The main objective of the Training Center of the Interstate Commission for Water Coordination (TC-ICWC) is to render advanced training to high and middle level specialists, inform them of the technological know-how in the field of water and land resources management, irrigation, drainage and protection of environment.

Together with improving professional skills, it is intended that TC-ICWC foster cooperation between the countries of the region in water resources use and management, development of unified approaches at the level of water specialists and decision makers.
