Dear Mr. Serageldin,

It is my pleasure to submit to you for discussion at MTM98 in Brazil TAC's report on CGIAR 1999 Research Agenda and Initial Proposals for 2001. You will recall that at MTM97, the Group endorsed Centre proposals and TAC recommendations on medium-term resource allocation 1998-2000. Centre medium-term plans are now three-year plans with a rolling annual horizon. The annual extensions should, in particular, reflect anticipated changes in the Centre's external environment, for example in science or alternative suppliers.

At TAC 74, the Committee considered Centre programmes and budgets for 1999 along with Centre intentions for 2001. The attached report synthesizes Centre proposals, gives an overview of the criteria used by TAC in its analysis, and provides the Committee's recommendations. The focus of TAC's work was on programmatic rather than financial analysis. For 1999, analysis featured a review of significant shifts from the 1999 plan approved at MTM97 and, for 2001, a review of new projects to ensure that these meet the minimum criteria for inclusion within the CGIAR agenda. TAC's report should be read in association with that of the CGIAR Secretariat on The Financial Requirements of the 1999 CGIAR Research Agenda.

I would like to express my sincere appreciation to the Centres for their cooperation in meeting the tight deadline resulting from the new financing arrangements. Particular thanks are also due to the staff of the TAC and CGIAR Secretariats for their valuable assistance in the work of the Committee.
