Survey of private forestry and forestry extension activities in Central and Eastern Europe
The ongoing political, economic and social transformation in Central and Eastern European countries is affecting the forestry sector. After World War II, with the beginning of centrally planned economies, private forest ownership was almost entirely abolished. Many Central and Eastern European countries, now with democratic governments and market economic structures, are in the process of restituting forests to citizens, who owned forests prior to the nationalization (mostly after World War II) of private property. Economic considerations in some cases have lead to privatization of forest property. In other countries, some citizens, who had suffered from unjust treatment or loss of property are being compensated for these losses with forest land. As a result, a new private forestry sector, partly characterized by growing numbers of forest owners, is developing and creates a new set of tasks for the governments. It is of public interest that private forest owners receive assistance from the government to manage their forest property sustainably. In countries with a long tradition of private forestry, a government supported 'Forestry Extension System' is providing this assistance in the form of e.g. technical, professional advice, information, incentives etc. The Forestry Department of the Food and Agriculture Organization of the United Nations (FAO), in the framework of its 'Regular Programme' is conducting a survey of the status of private forestry and forestry extension in Central and Eastern Europe to assist the FAO member countries in the Region in developing the capacities to ensure sustainable management of private and public forests. The Forestry Department of FAO, therefore, kindly requests that the following questionnaire is completed. The questions are only guidelines and should be completed where applicable. It is encouraged to attach any relevant, additional information.
