Renewal of the CGIAR: From Decisions to Actions

The Action Program adopted at the Lucerne Ministerial-Level Meeting (February 9-10, 1995), a landmark event in the 18-month renewal program launched at MTM94 in New Delhi, redefined the mission of the CGIAR as follows: To contribute, through its research, to promoting sustainable agriculture for food security in the developing countries. The Action Program outlined a series of priorities and strategies that would enable the CGIAR to fulfil this mission. As well, the meeting endorsed a revised pattern of decision-making under which the research program and funding needs of the following year will be outlined annually at the CGIAR Mid-Term Meeting (e.g. at MTM95 for 1996). This arrangement will enable donor agencies to reach financing decisions between May and October so that the research agenda can be fully financed when funds are pledged at International Centers Week.

The attached document describes the first post-Lucerne research agenda recommended by the Technical Advisory Committee (TAC). Financing requirements of $299 million are spelled out in a companion document entitled "Financial Requirements of the 1996 Research Agenda" (Document No. MTM/95/05). TAC Chair Donald L. Winkelmann will present the proposed 1996 research agenda to the Group at MTM95.

The establishment of a consensus at MTM95 on the 1996 research agenda and financial requirements will be an important manifestation of the renewal program moving from decisions to actions.
