Dear Mr. Serageldin,

I am pleased to transmit to you TAC's report on the 1996 CGIAR research agenda. The paper presents, in the matrix framework agreed in Lucerne, an overview of TAC's 1996 recommendations for CGIAR programmes and budgets. You will note a substantial expansion in our recommended support for Systemwide/ecoregional programmes and initiatives, and that we have made much progress in transferring centre activities from the complementary to the core programmes.

In the paper, we clearly illustrate that substantial changes have taken place in the profile of centre and System activities between 1991 and 1996. These really notable changes testify to the responsiveness of the centres to the changing needs of the CGIAR.

The paper was prepared following TAC 66 that was held from 13-24 March 1995 in Lima. Time constraints made it impossible to share the attached paper with TAC Members prior to its dispatch to you and the members of the CGIAR, but TAC Members were given an opportunity to comment on an early draft. TAC Members indicated, in general, their broad agreement with the overall directions and major thrusts proposed.

In preparing this paper, I was ably assisted by staff of the TAC and CGIAR Secretariats and would like to gratefully acknowledge their support.

Mr. Chairman, I commend this paper to you and the members of the CGIAR for their consideration. I look forward to fruitful discussions in Nairobi.
