Synopsis (short abstract) In many countries, prolonged confl icts result in food emergencies that recur over years or even decades. Initial humanitarian relief efforts are rarely replaced by programmes that offer a longer-term perspective on food security. This book provides examples of opportunities to bridge the gap between emergency relief and longer term developmental approaches, which can help us rethink how to support food security in protracted crises. Somalia, Sudan and the Democratic Republic of Congo have all been affected by severe protracted crises. For the first time, evidence and in-depth analysis from these countries sheds light on how to support the livelihoods of local populations. Using concrete examples, Beyond Relief demonstrates how food security means different things in different contexts while also advocating a crosscutting learning process for longer-term approaches to protracted crisis. This collection is essential reading for donors, policymakers, NGO workers and researchers working on food security.

Audience: This guidance material is intended for FAO staff, in particular FAO Representatives and Emergency Coordinators at country level. It may also be useful for FAO staff at regional and headquarters levels and other agriculture and food-security stakeholders. Purpose: To provide FAO staff with (i) essential information on the purpose and functioning of clusters, and the role and responsibilities of FAO within a cluster system, and (ii) practical guidance on what FAO staff need t o do to fulfil those responsibilities. The focus is on clusters at the country level where FAO may lead, co-lead, or be a member of clusters dealing with food security, agriculture, livelihoods or nutrition. Structure: Part I (chapters 1 and 2) provides essential information in the form of answers to frequently asked questions. Part II (chapters 3 to 6) provides practical guidance in the form of short aide-mémoire. The annexes provide key reference materials. All chapters provide c ross-references to other documents where more detailed information and guidance can be found. The CD-ROM will include the documents referred to, with hyperlinks from the text.

As embedded in its Constitution, FAO's mandate is to raise the level of nutrition and standard of living of the people, secure sustainable improvements in efficiency of production and distribution of food and agricultural products, improve the condition of the rural population, contribute to an expanding world economy and ensure humanity's sustainable freedom from hunger. In this context, the FAO Regional Office for Asia and the Pacific set out to translate FAO's strategic objectives into five r egional priority issues which are (a) strengthening food and nutritional security, (b) fostering agricultural production and rural development, (c) enhancing equitable, productive and sustainable natural resource management and utilization, (d) improving capacity to respond to food and agricultural threats and emergencies and (e) coping with the impact of climate change on food and agriculture. This publication sets out the regional priorities for the region in detail to 2019 and the implementat ion strategy for achieving the results.
