A Toolkit on gender-sensitive social protection programmes to combat rural poverty and hunger
2018Many social protection programmes, including cash transfers, public works programmes and asset transfers, target women as main beneficiaries or recipients of benefits. Extending social protection to rural populations has great potential for fostering rural women’s economic empowerment. However, to tap into this potential, more needs to be done. There is much scope for making social protection policies and programmes more gender sensitive and for better aligning them with agricultural and rural development policies to help address gender inequalities. Recognizing this potential and capitalizing on existing evidence, FAO seeks to enhance the contribution of social protection to gender equality and women’s empowerment by providing country-level support through capacity development, knowledge generation and programme support.To move forward this agenda, FAO has developed the Technical Guidance Toolkit on Gender-sensitive Social Protection Programmes to Combat Rural Poverty and Hunger. The Toolkit is designed to support SP and gender policy-makers and practitioners in their efforts to systematically apply a gender lens to SP programmes in ways that are in line with global agreements and FAO commitments to expand inclusive SP systems for rural populations. The Toolkit focuses on the role of SP in reducing gendered social inequalities, and rural poverty and hunger. -

L’extension de la protection sociale aux populations rurales a un grand potentiel pour favoriser l’émancipation économique des femmes rurales. Cependant, pour exploiter ce potentiel, il reste encore beaucoup à faire. Il existe de nombreuses possibilités de rendre les politiques et programmes de protection sociale plus sensibles au genre et de mieux les aligner sur les politiques de développement agricole et rural pour aider à lutter contre les inégalités entre les sexes. Reconnaissant ce potentiel et tirant parti des données factuelles existantes, la FAO cherche à renforcer la contribution de la protection sociale à l'égalité des sexes et à l'autonomisation des femmes en fournissant un appui au niveau des pays grâce au renforcement des capacités, à la production de connaissances et à l'appui aux programmes. Boîte à outils d'orientation technique sur les programmes de protection sociale sensibles au genre pour lutter contre la pauvreté rurale et la faim. La boîte à outils est conçue pour soutenir les décideurs et les praticiens de la SP et du genre dans leurs efforts pour appliquer systématiquement une perspective de genre aux programmes de SP d'une manière qui est conforme aux accords mondiaux et aux engagements de la FAO pour étendre les systèmes de SP inclusifs pour les populations rurales. La boîte à outils se concentre sur le rôle de la SP dans la réduction des inégalités sociales entre les sexes, ainsi que sur la pauvreté et la faim en milieu rural. -
