Synopsis (short abstract) The fifteenth session of the Conference of the Parties (COP15) of the United Nations Convention to Combat Desertification (UNCCD) took place from 9 to 20 May 2022 in Abidjan, Côte d’Ivoire. The theme of COP15 was Land. Life. Legacy: From scarcity to prosperity. COP15 discussed sustainable solutions for land restoration and drought resilience, with a strong focus on future-proofing land use. COP15 explored links between land and other key sustainability issues, such as climate, biodiversity, green jobs and gender equality. These issues were discussed at a Heads of States Summit, roundtables and interactive dialogue sessions among ministers and other high-ranking officials. Following two weeks of high-level discussions and negotiations, COP 15 adopted 37 decisions and one resolution to enhance drought resilience, reduce land degradation, and invest in land restoration efforts.

    Fighting Desertification, Land Degradation and Drought through the Action Against Desertification - GCP/INT/157/EC 2021

    In arid, semi-arid and dry sub-humid areas of member states of the Organisation of African, Caribbean and Pacific States (OACPS), inhabitants depend on land health and productivity, water and vegetation cover, as more than 70 percent of the population derives its livelihood from natural resources. These resources are threatened by Desertification, Land Degradation and Drought (DLDD), which, combined with human activity and environmental changes, cause soil loss, alterations in natural habitats and ecosystems, losses in biodiversity and a reduction in natural buffers to droughts and floods. This project was formulated to tackle desertification as a means of increasing the sustainable management of vital natural resources, combating hunger and improving resilience to climate change in eight OACPS member countries (Burkina Faso, Ethiopia, Gambia, Niger, Nigeria and Senegal in Africa, Haiti in the Caribbean and Fiji in the Pacific). Thanks to a joint effort of The African Union Commission (AUC), the European Union, FAO and the Secretariat of the OACPS, the Action Against Desertification (AAD) project assisted beneficiary countries in contributing to the goals of their respective national action plans to combat desertification and in meeting their commitments to large-scale international conventions to restore degraded land.

    A multi-criteria assessment framework for national drought planning 2022

    The increasingly frequent and severe droughts prompted the global community to adopt more proactive and integrated approaches to reduce or neutralize the impacts. The paradigm shift called for an improved planning mechanism that puts emphasis on strengthening preparedness. In support of this process, the Drought Initiative, called by the Conference of Parties (COP) of the United Nations Convention to Combat Desertification (UNCCD), rolled out its programme on drought planning at national level. Showing the strong interest, 70 countries have already joined the programme to prepare their national drought plan. The development of a multi-criteria assessment for the review of the plans is a necessary step to enable the implementation. This publication contributes to this overall goal from multiple objectives, including the presentation of a replicable framework to conduct regular reviews, the analysis of the submitted plans to identify the potential for further enhancements, the provision of recommendations on the options of enhancements, and the demonstration of case studies with successful planning methods to facilitate the global knowledge-sharing.
