    The IPPC Implementation Review and Support System (IRSS) has held two general surveys among national plant protection organizations (NPPOs) to review contracting parties’ implementation of the IPPC and its standards. Data from both surveys that took place in 2012 and 2016 were analysed separately (IPPC Secretariat, 2014; 2017), but a comparative data analysis was never performed. As part of the preparations for the third general survey, the IRSS decided to re-analyse the existing data and conduct a comparative analysis, in order to establish the value of the collected information and determine which elements of the previous questionnaires to retain. Specifically, the objectives of this study were to:
    • critically assess the questionnaires of the 2012 and 2016 surveys;
    • evaluate the comparability between the 2012 and 2016 questionnaires;
    • review the existing analysis reports;
    • re-analyse the 2012 and 2016 results;
    • conduct a comparative analysis of the 2012 and 2016 data to establish whether changes in implementation of the Convention can be determined.

    The Procedure Manual for Implementation and Capacity Development is composed of six sections; Implementation and Facilitation Unit of the IPPC Secretariat, Implementation and Capacity Development Committee, IC Sub-groups, IC Teams and Working Group, Specific IC Sub-groups, Specific IC Teams and additional useful procedures. The purpose of this manual is to provide a convenient consolidation of decisions, procedures, practices and forms used in the implementation and capacity development work in the IPPC community. This manual will be revised annually to include any new decisions and procedures and to amend existing decisions and procedures as necessary.

    The Secretariat of the International Plant Protection Convention (IPPC) produce international standards and associated technical guidance on plant protection measures. The IPPC style guide provides guidance on the content and structure of these publications and related documents, and on editorial style. It is intended to be of practical use for all experts and FAO personnel engaged in the production of IPPC documents, to help ensure consistency between documents. It should be read in conjunction with the FAO style guide, FAOSTYLE.
