    Bycatch – a term widely used to refer to the part of catch unintentionally captured during a fishing operation, in addition to target species, and consisting of discards and incidental catches of vulnerable species – is considered one of the most important threats to the profitability and sustainability of fisheries, as well as to the conservation of the marine environment and ecosystems. In the Mediterranean, studies on the incidental catch of vulnerable species cover only a small portion of the total fishing activity. In addition, there are several important knowledge gaps for many types of fishing gear, and several countries and/or subregions, as well as on temporal scales, and only a few measures are in place that address the protection of vulnerable species. Monitoring programmes and surveys on incidental catches, which follow a harmonized methodology allowing for results to be compared across subregions, are necessary to improve knowledge on the issue and to subsequently support the identification of potential mitigation methods and tools, and relevant management measures. This publication and the methodology contained herein aim to provide a framework for the development and implementation of an efficient, standardized data collection and monitoring system for all vulnerable species encountered in the Mediterranean and the Black Sea, namely elasmobranchs, marine mammals, seabirds, sea turtles, and macrobenthic invertebrates.

    This guide is a collection of concepts and practical information aimed at facilitating the establishment of allocated zones for aquaculture (AZAs) in the Mediterranean and the Black Sea. It provides detailed information on the process involved in the establishment of an AZA and it is intended as a practical and comprehensive tool to better understand site selection and planning for aquaculture. This publication first provides a brief overview of the international and regional context, and reviews the institutional and legal framework related to AZAs at various levels. Sequential explanations on the AZA establishment process as well as suggestions for the main steps are then presented. The step-by-step approach for the establishment of AZAs takes into account a number of specific aspects, such as geographic information system tools, exclusion criteria and stakeholder participation, the main actors to be involved, the role of relevant authorities in charge of geographical and/or marine aquaculture planning, statutory responsibilities, prevention and resolution of possible conflicts, and decision-making. The guide also describes the objectives and contents of AZA management plans and presents the parameters to be used as reference points for the AZA implementation. It is addressed to decision-makers from relevant bodies and administrations, governmental and non-governmental organizations, scientific research institutions, aquaculture producers and fishing communities, as well as other relevant stakeholders involved in aquaculture activities, coastal development, and in the use of the aquatic environment and resources.

    Report of the Workshop on elasmobranch conservation in the Mediterranean and Black Sea

    This workshop was the fourth of a series initiated in 2010 by the GFCM with the aim of improving knowledge on elasmobranchs and proposing technical management measures for their conservation. The workshop was attended by 19 participants from Croatia, France, Greece, Israel, Italy, Spain, Tunisia and Turkey. The 20 presentations by experts greatly contributed to updating regional knowledge on elasmobranchs after the 2012 GFCM publication on the status of elasmobranchs. The topics presented includ ed biology, fisheries, geographical distribution, data reporting and monitoring programmes and by-catch mitigation measures. Methodologies to estimate by-catch rates and to assess the stocks of these slow-growing, long-lived and data-limited species were proposed. A number of technical measures already tested in other parts of the world that were considered feasible by the experts in attendance were suggested for short-term implementation within the multiannual management plans currently under d evelopment in the Mediterranean and in the Black Sea.
