Synopsis (short abstract) This project flyer describes the objectives, expected impact and benefits of the work to imporve agrometeorological information systems and data. The project will enhance the existing agro-meteorological networks and develop the infrastructure, procedures and capacity to provide high quality data and information services. The project will design policy options and guide land management planning for sustainably, enhance food security and support risk response in a context of current and future climate change.

This Monitoring and Evaluation (M&E) Plan is prepared for the project “Strengthening Agro-climatic Monitoring and Information Systems (SAMIS) to improve adaptation to climate change and food security in Lao PDR”. The project is funded by the Global Environmental Facility (GEF) under its Least Developed Country Fund (LDCF). The M&E Plan covers monitoring of project performance and evaluation of project impacts. Monitoring is used for performance evaluation through assessing success of the project in achieving its time bound targets and objectives whereas the project impacts evaluation is done through the data generated from project studies and analysis as well as baseline survey, midterm survey and end of the project evaluation. Both project performance and impact evaluation will contribute to improve decision making and management, for keeping the project on track towards achieving the outcomes and objectives and by integrating lessons learnt into planning.

The project Strengthening Agro-climatic Monitoring and Information Systems to improve adaptation to climate change and food security in Lao People's Democratic Republic, has arranged training on basic and advanced geographic information systems (GIS) for the staff of the Department of Meteorology and Hydrology and of the Department of Agricultural Land Management in Lao PDR. The project focused on technical innovation to strengthen efforts to build climate resilience of smallholder producers. The project, beyond original expectations, generated an agroecological zoning modelling tool (pyAEZ) of global relevance. The project achieved many of its outputs, some of which went beyond the indicators and exceeded targets for coverage. Securing co-financing (and engaging other actors in complementary efforts) was very successful. The network of weather stations was improved along with establishing a laboratory for calibration of the sensors of the automatic weather station (AWS), and the Lao Climate Service for Agriculture (LaCSA), a decision-making tool developed by the project to provide agrometeorological advisories and early warnings. The project was found to have made a significant contribution to strengthening agroclimatic monitoring and information systems to improve adaptation to climate change and food security.
