    The Third Meeting of the Working Group on Shrimp and Groundfish of the Northern Brazil-Guianas Shelf was held in Paramaribo, Suriname, 26–27 November 2019. The meeting brought together 25 participants including Working Group members, fisheries officers, fisherfolk representatives, academia, government organizations and FAO. The scope of the Working Group is to provide scientific and management advice for the sustainable management of the shrimp and groundfish resources of the Northern Brazil-Guianas shelf in the WECAFC Region. The member countries representatives also presented an update on the status and development of their national fisheries management plans, followed by a discussion about the current status and necessary steps to develop a sub-regional EAF management plan for shrimp and groundfish. Additionally, advances in a gender analysis along the small scale fisheries value chain in Guyana, Suriname, and Trinidad and Tobago was presented, as well as an update regarding progress with the development of the subregional Monitoring and Evaluation Framework and Indicators to inform policy making on governance effectiveness. Working Group participants reviewed and discussed the draft regional strategy for bycatch management in the WECAFC Area developed by the REBYC II LAC project. They also discussed the needs and priorities to combat IUU fishing in the Northern Brazil-Guianas-shelf, as well as the need to enhance capacity in stock assessment techniques in the sub-region. A work plan for the intersessional period was agreed upon by the participants. Finally, based on Working Group discussions and the requirements for sustainable management of the shrimp and groundfish resources of the Northern Brazil-Guianas Shelf, a draft recommendation was prepared for consideration by the upcoming 18th session of WECAFC.

    This document assembles the reports on the marine shrimp and groundfish fisheries of northern Brazil, French Guiana, Guyana, Suriname, Trinidad and Tobago and eastern Venezuela prepared for and during the third Workshop on the Assessment of Shrimp and Groundfish Fisheries on the Brazil-Guianas Shelf, held in Belém, Brazil, from 24 May to 10 June 1999. Section 2 includes papers dealing with overviews of important shrimp and groundfish resources and their fisheries. Section 3 deals wit h fisheries management practices in the area in the context of the Code of Conduct for Responsible Fisheries. Sections 4 and 5 contain papers on stock assessment methodology applicable in the region. Sections 6 to 18 deal with national or sub-regional assessments of selected shrimp and groundfish fisheries. Section 17 also deals with the bio-economics of shrimp fisheries in general and in particular with seasonality, risk and uncertainty. Section 19 is a report of a task group on sna pper fisheries of the Brazil-Guianas Shelf, it includes a discussion on future management measures. Section 20 contains a report on a meeting where the results of assessments were presented to the fisheries managers and recommendations were drafted for follow-up activities.     The 2nd meeting of the Working Group on Shrimp and Groundfish of the North Brazil Guianas Shelf was held in Barbados 17-18 May, 2018. The meeting brought together 25 participants including Working Group members, fisheries officers, fisherfolk representatives, academia, government organizations and FAO. The scope of the working group is to provide scientific and management advice for the sustainable management of the shrimp and groundfish resources of the Northern Brazil-Guianas shelf in the WECAFC Region. The participants reviewed and analyzed the current state of data collection and fisheries management for each country in the North Brazil Guianas Shelf. Also, an update was made on the WECAFC-FIRMS partnership and the outcomes of the 1st Meeting of the Fisheries Data and Statistics Working Group that took place in Barbados, 14-16 May 2018. The assessment of data limited fisheries was presented as an approach to consider for the North Brazil Guianas Shelf shrimp and groundfish fisheries. Additionally, the current status and necessary steps to develop a sub-regional EAF management plan for shrimp and groundfish were discussed, as well as the need to enhance capacity in stock assessment techniques in the sub-region. The Governance Effectiveness Assessment Framework (GEAF) was presented as a mean to assess the CLME+ Strategic Action Programme (SAP). This assessment would be developed for the fisheries of the North Brazil Guianas shelf based on indicators covering the main issues in the sub-region: fisheries, pollution and biodiversity/habitats. Working Group participants also reviewed and discussed the draft regional strategy for bycatch management in the WECAFC Area developed by the REBYC II LAC project. Finally, based on working group discussions and the requirements for sustainable management of the shrimp and groundfish resources of the North Brazil Guianas Shelf, a draft recommendation was prepared for consideration of the upcoming 17th session of WECAFC.
