    The International Code of Conduct on the Distribution and Use of Pesticides is the worldwide guidance document on pesticide management for all public and private entities engaged in, or associated with, the distribution and use of pesticides. It was adopted for the first time in 1985 by the Twenty-Fifth Session of the FAO Conference. The code is designed to provide standards of conduct and to serve as a point of reference in relation to sound pesticide management practices, in particular for gov ernment authorities and the pesticide industry. Following the adoption of the Rotterdam Convention in 1998 and in view of the changing international policy framework, as well as the persistence of certain pesticide management problems, particularly in developing countries, in 1999 FAO initiated the update and revision process of the Code. In November 2002, the Hundred and Twenty-Third Session of the FAO Council (with the authorization of the Thirty-First Session of the FAO Conference) approved t he revised version of the International Code of Conduct on the Distribution and Use of Pesticides by Council Resolution 1/123. This publication contains the revised version of the code.

    The Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals in International Trade entered into force on 24 February 2004. The purpose of the PIC Circular is to provide all Parties, through their Designated National Authorities (DNAs), with the information required to be circulated by the Secretariat in line with Articles 4, 5, 6, 7, 10, 11, 13 and 14. The Decision Guidance Documents to be dispatched to Parties in line with Article 7, paragraph 3, are sen t out in a separate communication. The PIC Circular is published every six months, in June and December, respectively.

    This booklet contains the text of the Rotterdam convention, including the amendments adopted by the First Meeting of the Conference of the Parties (Geneva, 20 -24 September 2004), which starts on page 4. The amendments to Annex III enter into force on 1 February 2005, except the deletion of the existing entries for certain severely hazardous formulations of Monocrotophos and Parathion that enters into force on 1 January 2006. Those entries are marked with (1) in the present version. The new Anne x VI, as communicated to all Parties by the Depositary, enters into force on 11 January 2006 in accordance with paragraph 3 of Article 22 of the Convention.
