Synopsis (short abstract) The humanitarian context has entered a new stage. Despite Iraq’s post‑conflict status, which has allowed for the return of 4 million IDPs to their areas of origin, 2 million people still remain displaced. Meanwhile, unpredictable dynamics and new sources of instability could cause small‑scale new displacement and set back efforts, particularly rebuilding the agriculture sector – a major provider of employment and income in rural and peri-urban areas. For 2019, FAO requires USD 30 million to assist 170 000 people. It is important that early recovery activities to revitalize food production and restore livelihoods of returning families are prioritized in 2019.

    The protracted crisis coupled with the most severe drought in decades has resulted in persisting food insecurity along with reduced agricultural production in the Syrian Arab Republic in 2018. Internally displaced people, returnees and host communities are facing large food consumption gaps, depleted coping strategies and a large food expenditure share. As food insecurity levels are expected to remain high, strengthening agricultural production is essential to ensure availability and access to food. FAO requires USD 120 million to assist 3.5 million people during from January to December 2019.

    In a context of economic fragility and socio-political tensions, the successive shocks that have recently affected Haiti – natural disasters, epidemics and population displacements – combined with structural weaknesses limiting access to basic services, have significantly aggravated the population’s chronic vulnerability, reducing their resilience while increasing the level of poverty. For 2019, FAO is appealing for USD 24 million to assist 384 500 people through livelihood support.

    The Sudan is one of the world’s largest protracted humanitarian crises: conflict, displacement, disease outbreaks, climatic shocks and a turbulent economy are disrupting livelihoods and exacerbating food insecurity. Strengthening food security and agriculture will thus be crucial for the Sudan in 2019, as price surges threaten livelihoods and the most vulnerable households deplete their food stocks. For 2019, FAO requires USD 21.7 million to assist 1.4 million people.
