Synopsis (short abstract) This international workshop was organized in order to review and assess factors contributing to unsustainability and overexploitation in fisheries. The workshop addressed, inter alia, the following questions: What are the key factors contributing to fisheries unsustainability and overexploitation and how do these factors interact in general and under major fisheries management systems? Which are the priority issues in addressing fisheries unsustainability and overexploitation and what are the be st practical approaches to address these factors in order to contribute to responsible fisheries management? Preliminary considerations were also given to related issues such as how and in what way these factors were addressed in international fisheries instruments and whether the current instruments are sufficient to address these factors. This document contains the report of the workshop as well as discussion papers prepared for the workshop and notes submitted by participants. Th is document and, in particular, the conclusions and recommendations adopted by Workshop participants can serve as a basis for further work aimed at improved fisheries management and a more effective implementation of major international fisheries instruments.

    An international workshop was organized in order to identify factors of unsustainability and overexploitation in fisheries and review major issues in the implementation of international fisheries instruments. The workshop referred closely to the results of a first workshop held in Bangkok in 2002 (The International Workshop on Factors Contributing to Unsustainability and Overexploitation in Fisheries). It aimed more specifically at answering the following three major questions: What are the majo r obstacles to the implementation of major legal instruments? What are the main lessons learned and the possible paths to solutions for improved implementation? What are the possible gaps that may exist in these instruments to guide the international community in improving the management of marine fisheries? The workshop was based on a review of eleven case studies, each relating to one of the following categories of fishery: large volume small pelagics; tuna and tuna-like species; large vo lume demersals; and coastal fisheries. This document contains the report of the workshop, discussion papers containing case studies and notes submitted to the workshop by participants. This document, and in particular the conclusions adopted by workshop participants, will serve as a basis for further analytical work aimed at improved fisheries management and a more effective implementation of major international fisheries instruments.

    This document provides a summary of the workshop presentations, discussions, conclusions and recommendations of the workshop on Putting into practice the FAO Technical Guidelines on Marine Protected Areas (MPAs) and Fisheries: MPAs as a potential management tool for sustainable fisheries in South and South East Asia which took place in Bangkok, Thailand, on 30 January – 1 February 2012. It was jointly organised by FAO, SEAFDEC and the BOBLME project. The workshop was organised in response to the recent publication of the FAO Technical Guidelines for Responsible Fisheries on MPAs and Fisheries with the purpose of disseminating these Guidelines, supporting existing initiatives promoting effective MPA management and promoting cross-sectoral coordination and collaboration. Accordingly, the workshop objectives included: (i) to introduce the recently published FAO MPA and fisheries guidelines, (ii) to contribute to successful MPA management in the countries of South and South Eas t Asia, and (iii) to identify issues, best practices and critical processes and institutional/planning/ implementation elements for implementing MPAs in the context of fisheries.

    With financial support from the Government of Japan, an FAO project was initiated in 2001 to address issues related to factors of overexploitation and unsustainability in fisheries, as a way to improve the framework for the implementation of international fisheries instruments. Within the framework of this project, three international workshops were held in order to review the implementation of international fisheries instruments and to attain a worldwide overview of what factors contr ibute to unsustainability and overexploitation in fisheries. Further, in order to attain a regional perspective on such factors, particularly in relation to the specific issues or the constraints and opportunities facing developing countries, three regional workshops were held focusing on the southern Mediterranean, West Africa, Southeast Asia and the Caribbean. This document contains the reports of these regional workshops, including supporting technical documentation.
