Synopsis (short abstract) The Agricultural Sector Review (ASR) provides an up to date picture of the current socio-economic situation of the agricultural sector in Lebanon, along with identifying key challenges of the sector and evidence-based strategies for policymaking. The main objective of this policy brief is to summarize the main results of the ASR, focusing on the challenges and issues that are currently affecting the Lebanese agricultural sector, constraining the development of its full potential. These challenges cover a full range of issues, such as economic, trade, social, environmental and organizational issues. It also highlights opportunities for the development of the agricultural sector.

    The project, implemented between March 2019 and September 2023, aimed to empower women's cooperatives and producer associations in Lebanon’s agrifood sector. Initiated by FAO at the request of Lebanon’s Ministry of Agriculture, the project sought to improve women's economic empowerment, contributing to local economic growth and social stability. FAO focused on capacity-building and training, integrating 150 women’s groups into local value chains. The project also sought to strengthen Lebanon’s Ministry of Agriculture’s Directorate of Cooperatives ability to manage and monitor cooperatives in Lebanon.The evaluation highlighted the project’s adaptability amidst challenges, such as COVID-19 and Lebanon’s economic crisis. Awareness campaigns, capacity-building efforts, and cash grant disbursements were successful, but there is room for improvement in data generation. Recommendations for future initiatives include refining the monitoring framework, continue supporting government entities, and improving oversight of local partners. Further efforts are needed to ensure long-term impact and support for vulnerable women’s groups.

    FAO Policy on Gender Equality identifies gender mainstreaming and women-targeted actions as a twofold strategy for the achievement of gender equality in the agricultural and rural sector. This book reflects on the FAO gender assessment of the agricultural and rural sector of Lebanon, explaining by that the gender mainstreaming across different levels, including the political and institutional ones in addition to providing a detailed and statistical gender analysis for the engagement of women in the agricultural sector, along with its various restrictions and implications on the rural community.

    Without a systematic gender analysis at all levels of agricultural and rural policy, the role of women will remain officially unrecognized and undervalued. The production and collection of sex-disaggregated data in rural areas would significantly facilitate the development of projects adapted to the real needs of rural women. Gender mainstreaming across relevant institutions through specific trainings and awareness raising is similarly needed. The purpose of this assessment is to provide recommendations for the Government of Lebanon, its institutions and FAO.
