Synopsis (short abstract) The regional agro-industries forum for Asia and the Pacific was convened in Yangling, China from 3 to 6 November 2009, jointly organized by the FAO Regional Office for Asia and the Pacific, IFAD, UNIDO and the Shaanxi Provincial People's Government of China. The aim of the forum was to facilitate discussion and dialogue on the creation of an enabling environment for agro-industries in the region that incorporates smallholders as significant stakeholders in agri-food supply chains. Participants i ncluded government officials, food industry leaders, agro-industry specialists and civil society representatives. The programme of the forum comprised two plenary sessions, four parallel round tables, nine peer assisted workshops and two facilitated side discussions. This publication contains the proceedings of the forum including recommendations towards building capacities for agro-industries development across the region.

    A holistic, integrated approach is needed to tackle the systemic constraints on sustainable agriculture and food systems and value chain development. The Accelerator for Agriculture and Agro-industry Development and Innovation (3ADI+) is a global programme spearheaded by FAO and the United Nations Industrial Development Organization (UNIDO) that seeks to generate decent employment, particularly for rural youth and women, and produce higher-value, safer and nutritious food, while combating the effects of climate change in on- and off-farm activities. A key input for generating value for smallholders is through sustainable mechanization, especially in Africa. By taking a partnership approach and drawing on private investment to ensure sustainability and scalability, the initiative aims build sustainable value chains to meet modern needs.

    With the current Second Growth and Transformation Plan (2015-2020), the Government of Ethiopia expects the agro-industrial sector to play key role in economic growth of the Country. Accordingly, the creation of Integrated Agro-Industrial Parks has been identified as one of the key mechanisms for accelerating the development of the sector and the structural transformation of agriculture. Agro-industrial parks will play a significant role in transitioning Ethiopia from an agricultural-led into an industrial-led economy. In view of that, the development of Integrated Agro-Industrial Parks has been prioritized in Ethiopia’s national development strategy and four Agro Industrial Growth Corridors have been selected for piloting the establishment of four Integrated Agro-Industrial Parks. The initiative aims at driving the structural transformation of the Ethiopian economy while reducing rural poverty and creating a better environment for increased investments in agro-processing and allied sectors. Since 1981, FAO has been a strong partner of the Government of Ethiopia towards the achievement of national food security and economic growth goals. FAO is working closely with the Ministry of Agriculture and Natural Resources to empower value chain actors and to promote inclusive, efficient and sustainable agricultural value chains. The present document is the fourth one of a series of detailed analyses of prioritized commodities, which will lead to inclusive, sustainable and stronger agricultural value chains in the Agro-Commodities Procurement Zone of the pilot Integrated Agro-Industrial Park in Central-Eastern Oromia.
