    The purpose of this study is to analyze the economic effects of land reform policies in Tajikistan on the country’s agricultural sector and rural households. There is a conspicuous lack of evidence-based policy dialogue with the government on the effectiveness of land and agricultural policies in Tajikistan. Though the majority of rural inhabitants live in poverty and many are food insecure, a scientifically proper evaluation of the effects of land and farm policy reforms has yet to be done. The present study is an attempt to fill this void by offering a description of land reform and an analysis of its economic consequences in Tajikistan.

    This study draws on some case studies of land reforms in different South Asian countries. These reforms came on the national and international agenda in a major way in the post- World-War II period and were led by the transition theory, requiring agriculture to provide both surplus and labor for the growth of a modern industrial economy and leading to focus on efficiency in agricultural production (which would release resources -capital and labor- for investment in the modern industrial sector), rather than on distribution. The study also attempts to assess the role of peasant organizations and civil societies in bringing land reform issues to the forefront. Though the State is the main actor in the land reform process, the role played by peasants, workers, in fact the society as a whole, should not be underestimated.

    This issue of Land Reform, Land Settlement and Cooperatives includes interesting descriptions of land tenure and related policies in Uganda, Tunisia, the United Republic of Tanzania and Morocco. Two thought-provoking articles on access to land and other assets focus on policies to reduce poverty and the function of markets in the allocation of production resources. In the first, J. Melmed-Sanjak and S. Lastarria-Cornhiel conclude that any reduction in rural poverty requires a series of policy ef forts that recognize the links existing between household options of access to assets, the access strategies they adopt and macrostructural changes. In the second article, F. Vogelgesang argues in favour of applying an institutional analysis to examine the possibilities and limitations of an approach that favours market mechanisms as an alternative to the discouraging results of past redistributive reform in Latin America. The article by C. Guanziroli seeks to place the ongoing process of land r eform in Brazil in the context of the new orientations and trends of economic growth and globalization.
