    The Committee on Fisheries at its Seventeenth Session reviewed the world fisheries situation, the progress in the spiementation of the Strategy for Fisheries Management and Development and the five Programmes of Action approved by the 1984 FAO World Conference on Fisheries Management and Development. It also reviewed actions taken by FAO in the implementation of the World Fisheries Conference's Resolutions concerning specific aspects of fisheries management and development. It agreed on the form ats and periodicity of the progress reports on the implementation of the Strategy and the Programmes of Action to be submitted for consideration at its future sessions.It welcomed the information on trends and future prospects in world fisheries and requested that this information be submitted periodically for its review. The Committee considered the Report of the First Session of the COFI Sub-Committee on Fish Trade held in October 1986 and endorsed the Sub-Committee's recommendations. The Committee discussed the activities and functions of FAO regional fishery bodies and agreed that the item should again be placed on the agenda for its Eighteenth Session. The Committee considered the recommendations of an Expert Consultation on the Technical Specifications for the Marking of Fishing Vessels held in June 1986, and reviewed information received from member countries,regional and international organizations regarding the protection of living resources from entanglement i n fishing nets and debris. The Committee endorsed the strategies and priorities selected by the Director-Generai in the preparation of his Summary Programme of Work and Budget for 1988-89 and supported the Conclusions of the Programme Committee at its Fifty-second Session that the proposals for Major Programme 2.2:Fisheries, responded to the needs of member countries. It unanimously agreed that the Summary Programme of Work and Budget provided a satisfactory basis for the formulation of the full Programme of Work and Budget in fisheries for 1988-89.

    The Twentieth Session of the Committee on Fisheries held from 15 to 19 March 1993 gave unanimous support to FAO initiating the elaboration of a Code of Conduct on Responsible Fishing and endorsed the proposed possible content, priorities and time-frame for its elaboration and adoption. The Committee recommended that in elaborating the Code, priority should be given to the sections on Fishing Operations, Fair Trade Practices, Aquaculture, Development and Integration of Coastal Fisheries in Coastal Area and Management. The Committee expressed satisfaction that FAO would contribute to the forthcoming UN Conference on Straddling Stocks and Highly Migratory Fish Species and assist the Secretariat of the Conference on technical issues. A Working Group was established by the Committee to deal with the issue of Flagging of Vessels Fishing on the High Seas, but the Committee agreed that a further technical meeting was required in order to finalize a Draft Agreement on that issue. The Committee endorsed the action proposed as a follow-up to the International Study on Fishery Research Needs of Developing Countries (SIFR) including the reconstitution of the Advisoiy Committee on Marine Resources Research (ACMRR) as the Advisory Committee on Fisheries Research (ACFR). A substantive technical debate took place on the situation of world fisheries ten years after the adoption of the 1982 United Nations Convention on the Law of the Sea and specifically highlighted some of th e issues affecting the sustainable development of fisheries and aquaculture. The Committee reviewed progress in implementing both the regular and field programmes of FAO in fisheries noting the importance of regional collaboration in the development and management of fisheries, as well as the protection of environment. The Committee endorsed the medium-term perspectives 1994-99 and the Programme of Work and Budget in Fisheries for 1994-95.

    The forty-second session of the General Fisheries Commission for the Mediterranean as well as the ninth session of the Committee on Administration and Finance was attended by delegates of 22 contracting parties, as well as of four cooperating non-contracting parties and two non-contracting parties. Representatives from 15 intergovernmental and non-governmental organizations, the Food and Agriculture Organization of the United Nations and its regional projects as well as the Bureaux of the Commission and its subsidiary bodies, were also in attendance. During the session, progress in activities related to fisheries, aquaculture, compliance and other strategic activities was reviewed. Moreover, cooperation activities within the framework of agreements with contracting parties and cooperating non-contracting parties and with partner organizations were discussed. In light of increasing cooperation with the GFCM, the Commission granted cooperating noncontracting party status to Jordan. In relation to the management of fisheries and aquaculture in the GFCM area of application, a total of eleven binding recommendations were adopted, dealing with the following issues: multiannual management plans for European eel, for deep-water red shrimp fisheries in the Levant and Ionian Seas and for demersal fisheries in the Strait of Sicily; conservation of sharks and rays; international joint inspection and surveillance in the Strait of Sicily; regional research programmes on blue crab in the Mediterranean and on rapa whelk fisheries in the Black Sea; further emergency measures for small pelagic stocks in the Adriatic Sea; access to information and data related to monitoring, control and surveillance and regional marking of fishing gear. Futhermore, the Commission agreed to launch its second performance review in 2019 and welcomed the establishment of five subregional technical units in Bulgaria, Croatia, Lebanon, Spain and Tunisia. Finally, the Commission adopted its programme of work for the next intersession and approved its budget amounting to USD2 537 241 for 2019 as well as a number of strategic actions to be funded through extrabudgetary resources. It also unanimously endorsed the new Bureaux of the Scientific Advisory Committee on Fisheries, the Working Group on the Black Sea and the Committee on Administration and Finance. Finally, on the occasion of its resumed session held in December 2018, the Commission unanimously elected its new Chairperson and Vice-Chairpersons.
