Synopsis (short abstract) The regional workshop on “Enhancing Effective Participation in Codex Activities in Cambodia: Codex simulation” in Phnom Penh, Cambodia was conceptualized after the workshop for strengthening capacity on developing the application for the Codex Trust Fund 2 held in Bangkok from 21-23 October 2019. This Workshop was held on 18-20 February 2020 at the Sokha Phnom Penh Hotel, Phnom Penh, Cambodia, jointly organized by Ministry of Commerce and the Food and Agriculture Organization of the United Nations Regional Office for Asia and the Pacific (FAORAP). A total of 46 participants consisting of personnel from Ministry of Commerce, Ministry of Agriculture, Forestry and Fishery, Ministry of Health, Ministry of Industry and Handicraft , Ministry of Planning, Ministry of Environment, academic as well as representatives from food industries in the three-day workshop. This document is the meeting proceeding of this workshop. The workshop evaluation results shown that participants gave an excellent rating as to the quality of the workshop in general. Participants were appreciative of the mock session as this provided them with the the knowledge and experience on how to prepare before attending a Codex plenary session and on how Codex plenary sessions are conducted.

    The regional training workshop on “Enhancing Effective Participation in Codex Activities: developing science-based national positions and contributing scientific data to the Codex standard-setting activities” in Tokyo, Japan was conceptualized in order to final validate the training manual on enhancing the effective participation in Codex activities. This Training Workshop was held on 5-7 December 2018 in Shin-Yurakucho Building, Tokyo, Japan. The activity was jointly organized by the Ministry of Agriculture, Forestry and Fisheries (MAFF) Japan in collaboration with the Food and Agriculture Organization of the United Nations- Regional Office for Asia and the Pacific (FAORAP). A total of thirty six (36) participants were personnel from nine ASEAN countries’ agencies mainly responsible for food safety control, food standard development, and international food standards, as well as, personnel from MAFF of Japan and Ministry of Health, Labour and Welfare (MHLW) of Japan in the three-day training workshop. This document reports on this training workshop. The workshop evaluation results shown that participants gave an excellent rating as to the quality of the workshop in general. Participants were appreciative of the mock session as this provided them with the knowledge and experience on how to effectively and actively participate in Codex sessions as well as how to develop negotiation skills through a simulation of a real Codex Committee session.

    The national training workshop on Enhancing Effective Participation in Codex Activities in Lao PDR was a direct follow up of the participation of Lao PDR Codex Office to the FAO National Training Workshop on the same topic in the Philippines, held from 30 August to 1 September, 2017. The Training Workshop was held on 20 - 22 March 2018 in Don Chan Palace Hotel, Vientiane, Lao PDR, hosted by the Food and Drug Department (FDD), Ministry of Health in collaboration with the Food and Agriculture Organization of the United Nations Regional Office for Asia and the Pacific (FAORAP). This training workshop is part of the FAO regional project “Support for Capacity Building for International Food Safety Standard Development and Implementation in ASEAN Countries (GCP/RAS/295/JPN)”. A total of thirty six (36) participants consisting of personnel from the food safety regulatory agencies of the Ministry of Health, Ministry of Agriculture and Forestry, Ministry of Industry and Commerce, Ministry of Science, academic institutes, as well as, private sectors actively participated in the three-day training workshop.

    The national training workshop on Enhancing Effective Participation in Codex Activities in Viet Nam was conceptualized as a Way Forward after the participation of Viet Nam Codex Office to the FAO Regional Training Workshop on Enhancing Effective Participation in Codex Activities in ASEAN Countries that was held on 30 August to 1 September, 2017 in Quezon City, Philippines. The Training Workshop on Enhancing Effective Participation in Codex Activities was held on 21-23 November, 2017 in Liberty Central Hotel, Nha Trang City, Khanh Hoa province, Viet Nam. The activity was jointly organized by the Ministry of Health, Viet Nam Food Administration in collaboration with the Food and Agriculture Organization of the United Nations- Regional Office for Asia and the Pacific (FAORAP). A total of forty seven (47) participants consisting of personnel from the food safety regulatory agencies of the Viet Nam Food Administration, Department for Animal Health, Plant Protection Department, TBT and SPS Enquiry Point Office and the private sector actively participated in the three-day training workshop.
