Synopsis (short abstract) Rwanda’s agricultural sector accounts for about 29 percent of GDP and employs about 72 percent of the population that is economically active. It is still the dominant source of income for the majority of the poor who live in rural areas and is of significant importance in achieving the national priority objectives of sustainable economic growth, food security, and poverty alleviation. The report provides quantitative evidence on how the Government of Rwanda’s policies and expenditure decisions have supported its food and agriculture sector over the past decade. More, in particular, it provides information on the extent to which producers of key food (rice and wheat) and export crops (tea and coffee) are being supported – or penalized – by the policy. Also, it sheds light on the level and composition of public expenditures on food and agriculture, and how these have been changing over time. And finally, it assesses the coherence between the Government’s agricultural policies and its overall strategic priorities and provides insight into whether these are coherent. Conclusions and recommendations are believed to provide guidance for policy decision-making and reforming of policies that constrain productivity growth – the main engine for agriculture transformation and development.

    Monitoring and analysing food and agricultural policies in Africa – Synthesis report 2013 2013

    The synthesis report by FAO’s Monitoring African Food and Agricultural Policies (MAFAP) team, is the first ever attempt to systematically analyze agriculture and food security policies in several African countries, using common methodology over years. The report found that in the period between 2005 and 2010, the policy environment and performance of domestic markets depressed producer prices in the ten African countries analyzed, though the trend is improving. Most governments resorted to m arket and trade policies to protect consumers and keep food prices down in the reference period whilst budgetary transfers, were mainly been used to support producers. The report concludes that producer prices would improve significantly if inefficiencies in domestic value chains were eliminated through better targeted policies. These inefficiencies however seem to be increasing in all ten countries surveyed. The current MAFAP partner countries are: Burkina Faso, Ethiopia, Ghana, Kenya, Mala wi, Mali, Mozambique, Nigeria, Tanzania and Uganda.

    This study reviews the agricultural policy environment and provides quantitative indicators for policy incentives and disincentives to agricultural producers for key commodity value chains in the eight study countries in Eastern Europe, Caucasus and Central Asia (Armenia, Azerbaijan, Belarus, Georgia, Kyrgyzstan, the Republic of Moldova, Tajikistan and Uzbekistan), utilizing the methodology aligned with the approach of the International Organizations Consortium for Measuring the Policy Environment for Agriculture (Ag-Incentives Consortium). This report describes the methodology and approach taken for these eight countries covered by this study and presents the key results and their interpretation in the policy and market contexts of the countries and the region.
