Book (series)Bulletin2015 #7 نشرة خاصة لرصد أسعار الأغذية وتحليلها FPMA 2015ارتفعت الأسعار الدولية للذرة للشهر الثاني على التوالي خلال يوليو/تموز بفعل التأثير السلبي للأمطار الغزيرة في المحاصيل التي شهدتها الولايات المتحدة الأمريكية خلال النصف الأول من الشهر. بالمقابل، تراجعت أسعار تصدير القمح من الولايات المتحدة بدرجة طفيفة بفعل توقعات الإنتاج التي لا تزال مؤاتية بصفة عامة، في حين سجلت عروض الأسعار من بلدان منشأ أخرى تحسناً طفيفاً في الجنوب الأفريقي، أظهرت أسعار الذرة تحسناً قوياً خلال يوليو/تموز، لاسيما في موزامبيق وجنوب أفريقيا، حيث وصلت الأسعار إلى مستويات أعلى بكثي ر من نظيرتها قبل عام. بصفة عامة، جاء ارتفاع الأسعار في المنطقة دون الإقليمية بفعل التراجع الحاد في إجمالي الإنتاج لعام 2015 وفي غرب أفريقيا، عملت حالة عدم التيقن حيال محاصيل الحبوب لعام 2015 بفعل تأخر الأمطار وتراجع سعر صرف العملات الوطنية على استمرار زيادة أسعار الحبوب في بعض البلدان الساحلية في أمريكا الوسطى ومنطقة البحر الكاريبي، سجلت أسعار الذرة البيضاء ارتفاعاً حاداً خلال يوليو/تموز وبقيت أعلى بشكل بارز من مستويات نظيرتها قبل عام في جلّ بلدان المنطقة دون الإقليمية. كما تحسنت الأسعار بفعل ال مخاوف حيال توقعات حصاد الموسم الرئيسي لعام 2015 عقب الطقس الجاف المرتبط بظاهرة النينيو

تراجعت أسعار القمح على المستوى العالمي خلال أغسطس/آب 2024 لأسباب ترجع بمعظمها إلى ضعف الطلب دوليًا، حيث اقترن هذا التراجع مع توقعات بزيادة إنتاج هذا المحصول في بعض البلدان المصدّرة الرئيسة. وفيما يتعلق بالذرة، فقد أسهمت المخاوف المرتبطة بظروف هذا المحصول وآفاق انكماش إمدادات التصدير في تحسن أسعاره تحسنًا طفيفًا على المستوى العالمي. أما بالنسبة لأسعار الأرز فقد ارتفعت على الساحة العالمية، مع أن التفاوت في اتجاهات الأسعار في بلدان المنشأ وبين الأصناف أبقى على زيادة الأسعار خلال أغسطس/آب عند مستوى معتدلًاوفي العديد من البلدان التي تخضع أسواقها لرصد منظمة الأغذية والزراعة نرى أن أسعار الأغذية الأساسية على المستوى المحلي حافظت على ارتفاعها خلال شهري يوليو/تموز وأغسطس/آب 2024. ففي جنوب السودان والسوادان، ما فتئت إمكانية الحصول على الأغذية تواجه معوقات هائلة بعد أن تسلقت أسعار الحبوب الخشنة لتطرق حاجز مستويات قياسية جديدة وسط مناخ تسوده النزاعات التي طال أمدها ومحدودية الإمدادات المحلية واستمرار المصاعب التي يعيشها الاقتصاد الشامل. أما في الجنوب الأفريقي، فلا تزال أسعار الأغذية تحت ضغط مسبب لارتفاعها وسط العجز في الإمداد عقب انخفاض حصاد الحبوب لعام 2024 بفعل القحط وضعف قيمة العملات في المنطقة

2005The objective of the Voluntary Guidelines is to provide practical guidance to States in their implementation of the progressive realization of the right to adequate food in the context of national food security, in order to achieve the goals of the World Food Summit Plan of Action. They provide an additional instrument to combat hunger and poverty and to accelerate attainment of the Millennium Development Goals. The Voluntary Guid elines represent the first attempt by governments to interpret an economic, social and cultural right and to recommend actions to be undertaken for its realization. Moreover, they represent a step towards integrating human rights into the work of agencies dealing with food and agriculture. -

The guidelines set out principles and internationally accepted standards of responsible practices for the use and control of land, fisheries and forests. They provide guidance for improving the policy, legal and organizational frameworks that regulate tenure rights; for enhancing the transparency and administration of tenure systems; and for strengthening the capacities and operations of public bodies, private sector enterprises, civil society organizations and people concerned with tenure and its governance. The guidelines place the governance of tenure within the context of national food security, and are intended to contribute to the progressive realization of the right to adequate food, poverty eradication, environmental protection and sustainable social and economic development.
