Synopsis (short abstract) The training guide Gender-Responsive Disaster Risk Reduction in the Agriculture Sector is intended primarily for policy-makers and practitioners, who have a good understanding of disasters but limited knowledge of gender issues, and work on DRR policies, plans, information systems, or other activities related to disaster-prone communities. Its main objective is to present theoretical and practical approaches to address gender issues in DRR strategies for the agriculture sector, illustrating some stories on how gender issues cut across men’s and women’s experiences of disaster risk and can be addressed in DRR decision-making. This guide also provides an overview of a gender-responsive planning process, and guidance on how to collect sex-disaggregated data and conduct a gender analysis, including a glossary of key terms and a tool box of qualitative data collection methods.

    Men and women are impacted by disasters in different ways and often have distinct coping strategies. A gender-responsive approach to DRR planning means that gender-based differences and issues are considered in the design of the policy, strategy, plan or programme, and gender equality is promoted in its implementation. This note provides an overview of how to apply a gender-responsive approach to DRR planning by summarizing why this approach is necessary and describing five key actions that can be put into place.     This report aims to highlight the current strengths of the institutional disaster risk reduction (DRR) system for agriculture in Bosnia and Herzegovina as well as indicate existing gaps and capacity needs to further enhance it. A comprehensive assessment is conducted, which includes a general overview of the country’s agricultural sector and outlines the most frequent natural hazards that are impacting the sector. It is followed by an analysis of the existing legal, policy and institutional structure and discusses various components of the system, including e.g. the functioning of early warning systems, assessments of disaster risks, post-disaster needs assessments, including damages and losses assessments and the availability of agricultural insurance for farmers.

A comprehensive assessment is conducted, which includes a general overview of the country’s agricultural sector and outlines the most frequent natural hazards that are impacting the sector. It is followed by an analysis of the existing legal, policy and institutional structure and discusses various components of the system, including e.g. the functioning of early warning systems, assessments of disaster risks, post-disaster needs assessments, including damages and losses assessments and the availability of agricultural insurance for farmers. It concludes by providing recommendations for capacity building interventions to strengthen the current system to reduce the adverse impacts of natural hazards, in particular, floods, landslides and droughts, and climate change on agriculture in Montenegro. This report is prepared for the FAO project ‘Enhancement of Disaster Risk Reduction and Management (DRR/M) capacities and mainstreaming of Climate Change Adaptation (CCA) practices into the Agricultural Sector in the Western Balkans (TCP/RER/3504).
