completion of FAO project assistance, assesses the performance of the Small
Farmer Development Programme in Thailand and determines the degree to which
Thailand's Department of Agricultural Extension institutionalized some of the
elements of the participatory, informal small-group approach promoted under the
FAO People's Participation Programme.
