Synopsis (short abstract) Eggs have been important elements of cooking and nutrition in Indonesia for centuries, mostly supplied from ducks and backyard chickens. Consumption of layer eggs has increased 12-fold over the past 30 years, and prices are lowered in central areas of the country. In the outer islands, however, layer egg prices are high and eggs are of lower quality. This report aims to discuss why concentration of chicken feed and egg production is maintained in the central areas of the country, while malnutrit ion, poverty and unemployment are high and increasing in areas without commercial feed and egg production. The difference is great between those who know and those who do not in the Indonesian poultry industry. Potential gains from information acquisition are not reflected in efficient markets for information, knowledge and skills. Information markets are not established because there are neither suppliers of nor any substantial demand for the competence that could be used by new commercial egg producers at peripheral sites of production. Lowering entry barriers into poultry feed and layer egg production is mainly a question of competence, and policy recommendations include improved dissemination of information and knowledge through schooling systems and local government extension services.

    This report describes how the introduction of transferable fishing (effort) or fish (catch) quotas has affected the capacity of the fleet prosecuting the target fishery for which the harvesting rights apply. It consists of 16 national, or national fishery, studies, describes how the introduction of transferable fishing (effort) or fish (catch) quotas has affected the capacity of the fleet prosecuting the target fishery for which the harvesting rights apply. The case studies include two fro m the European Union (the U.K. and the Netherlands) and for Iceland. Two studies are presented for fisheries along the eastern seaboard of the United States Seven accounts are included from Australia, two of which describe fisheries managed by the Commonwealth Government through the Australian Offshore Constitutional Settlement (the Northern Prawn Fishery and the fishery for southern bluefin tuna). The other five accounts of Australian experiences describe the (unique?) Pilbara Trap Fishery in the northern region of Western Australia, Western Australia’s rock lobster fishery and the fishery for the same species and that for abalone and pilchards in South Australia. In Tasmania an account is given for the rock lobster fishery while for New South Wales, a description is given for another invertebrate fishery, that for abalone. An omnibus account is given for the situation in New Zealand. In the Western Pacific, accounts are given for the Pacific Halibut and Sablefish fisheries in Ala ska, the marine trawl fisheries of British Columbia and Chile's Patagonian toothfish fishery.

    Resource management characterized by Common Pool Resources (CPRs) requires collective action for its sustainable management. CPRs with “rivalry” and “non-excludable” features face overexploitation problems because unlike the nature of pure public goods, the use of CPRs by one user will reduce the chances of other users taking advantage of it. This study aims to analyze the most appropriate local institutions and tenure arrangements for sustainable mangrove management in Eastern coast area of South Sulawesi, Indonesia. Data and information were collected through in-depth interviews involving key informants selected by using snow- ball method and continued by Focus Group Discussion. Design principles for sustainable management of common pool resources from Ostrom has been used in this study as an analytical framework which illustrate the structure of rules established and imposed by the local CPR’s institutions. The findings show that collective action in sustainable mangrove management can be achieved through accepted rules and agreements that are participatory formulated. The agreed norms and rules have enacted as a benchmark for collective action in maintaining mangrove and to enforce sanctions for violators. The success of the community in sustainable mangrove resources management is mainly supported by the existence of several prerequisites that facilitate collective action. It is necessary to strengthen regulations both at the local and higher level through socialization to the community along with the development of incentive and disincentives system.
