    I.1. Fourteen years of civil war, which ended in 2003, have seriously disrupted the Liberian economy leading to an overall impoverishment of the country. According to the United Nations Consolidated Appeal Process document for 2006, the number of people living on less than US$1 per day amounted to 76 percent of the population, which is a significant increase from the 1997/98 estimates of 55 percent. The magnitude of this problem is further highlighted by the large number of people who survive on less than US$2 per day — put at more than 90 percent of the population. Unemployment level in the formal sector is also excessive, estimated at about 85 percent. All these factors have resulted in a serious economic hardship. Malnutrition, high incidence of diseases and poor sanitation and hygiene has negatively affected the living conditions of the population in general, and that of the vulnerable groups in particular. The large majority of the poor are found in the rural areas, where basic se rvices and infrastructure are limited, and the people are forced to rely primarily on subsistence agriculture. This means that a major impact on poverty reduction can only be made if problems affecting the rural areas are addressed as a matter of priority.
