    The regional agro-industries forum for Asia and the Pacific was convened in Yangling, China from 3 to 6 November 2009, jointly organized by the FAO Regional Office for Asia and the Pacific, IFAD, UNIDO and the Shaanxi Provincial People's Government of China. The aim of the forum was to facilitate discussion and dialogue on the creation of an enabling environment for agro-industries in the region that incorporates smallholders as significant stakeholders in agri-food supply chains. Participants i ncluded government officials, food industry leaders, agro-industry specialists and civil society representatives. The programme of the forum comprised two plenary sessions, four parallel round tables, nine peer assisted workshops and two facilitated side discussions. This publication contains the proceedings of the forum including recommendations towards building capacities for agro-industries development across the region.

    The Ministry of Agriculture of Kazakhstan (MoA) initiated the process of developing the State Programme 2022–2026 as the implementation of the State Programme of the Agro-Industrial Complex Development in Kazakhstan in 2017–2021 neared completion. According to the rules of the State Planning System of Kazakhstan, the development of the State Programme 2022¬2026 had to be preceded by the Concept of the State Programme, which required a comprehensive evaluation of the previous State Programme 2017–2021, including a socioeconomic impact assessment and cost-effectiveness analysis. It also needed to outline the goals, objectives, outcome and output indicators for the designated five-year period (2022–2026), as well as an investment plan indicating the required funds.

    The specific objectives of this study were to: (i) conduct an in-depth assessment of the viability and commercial sustainability of Colombia’s panela agro-industry and to make a comparative overview of the panela agro-industry in Brazil and Guatemala, where panela is a major local production item; (ii) assess the impact of panela production on producer incomes and livelihoods in Colombia; and (iii) provide information on the institutional and financial support required for Colombia to improve it s commercial viability and to increase profits for small-scale farmers.
