Synopsis (short abstract) This report is intended as a resource document for readers who wish to know more about the status of rural aquaculture development and to a lesser extent aquatic resource management issues in Lao PDR. This report is a final output by the Aquaculture Development Advisor to the “Provincial Aquaculture Development Project, LAO/97/007”. Whilst there are frequent references to the work of this project, this document does not aim to provide a comprehensive review of the project activities and impact s. More complete information on various project related activities can be found in the extensive LAO/97/007 field documentation listed in Annex I. These documents are recorded on CD-Rom media and copies of file should be available through FAO Regional Office Bangkok, FAO Library Rome or FAO Representation in Vientiane. Additional copies are also lodged with the Lao Living Aquatic Resources Research Centre and Livestock and Fisheries Development Division.

    The introduction of fish culture has great potential for the improvement of nutrition and increased income for the rural farmers in Lao PDR. The Project builds on the lessons learnt from the previous aquaculture development project and focuses in five target provinces with the inclusion of institutional capacity strengthening and human resource development of both the government staff and the village community.

    This consultancy was carried out within the scope of the “Provincial Aquaculture Development Project” LAO/97/007, to develop a phase II project proposal for potential funding by United Nations Development Program . This consultancy mission report consists of two principle sections; the Phase II proposal document for consideration by UNDP and an overview document of the role of small-scale aquaculture in rural Lao livelihoods. The Phase II project proposal is principally intended for UNDP’s con sideration for support and therefore reflects UNDP’s development objectives. The purpose of this proposal for use with alternative donors, is as a starting point for dialogue in the funding process. The identification of potential alternative sources of funding for the second phase is to be pursued by UNDP, FAO and the Project, based on discussions initiated during this consultancy mission.

    The demand for fish fry in Lao P.D. R. is estimated at 60 million pieces annually. Actual production is unknown, but probably does not exceed 10 million pieces per year. Expansion of the aquaculture sector in Lao P.D.R. can only be achieved if this fry shortage can be resolved. Fish fry are currently supplied by both government and private sector hatcheries. The production from the government owned hatcheries is generally low and could be improved. The cost of the fish fry produced by the hatc heries is high, which limits the availability of the fry to low income farmers. The high price of the fry reflects the low efficiency of production from the hatcheries. Transportation of fry between hatcheries and farmers is also a constraint to aquaculture. An unknown quantity of fry is imported from China, Vietnam and Thailand into provinces that share borders with these countries.
