    This document reports on the sixth meeting of the CECAF Artisanal Fisheries Working Group (AFWG) held in Accra, Ghana from 1 to 3 October 2019. After a period of inactivity, the AFWG revised and updated its terms of reference as agreed at the Seventh Session of the Scientific Sub-Committee in 2015. The overall objective of the Working Group is to improve regional knowledge on artisanal fisheries of CECAF member countries. Ce document rend compte de la sixième réunion du groupe de travail du COPACE sur la pêche artisanale (GTPA) qui s'est tenue à Accra, au Ghana, du 1er au 3 octobre 2019. Après une période d'inactivité, le GTPA a révisé et mis à jour son mandat comme convenu lors de la septième session du sous-comité scientifique en 2015. L'objectif général du groupe de travail est d'améliorer les connaissances régionales sur la pêche artisanale des pays membres du COPACE.

    Deyelopment strategy during the 1960 and i 970s was based on the philosophy that developing countries lacked improved technology and capital for speeding up their development.' Industrialization was promoted in order to capitalize on the abundant fish resources. However, the anticipated expansion of the economy did not happen and the development approach shifted towards an integrated rural strategy where emphasis is put on the community as a whole to upgrade incomes and the quality of life thr ough technical assistance and the active participation of fisherfolk and the community. In this context, emphasis was initially placed on the Community Fishery Centre (CFC) concept as a means of promoting artisanal fishery development. But it became apparent that the presence of a complex of facilities and seivices tailored to meet local needs was no guarantee that the structures/facilities would be used or that development would occur. The active participation of fisherfolk and the mobilisa tion of local and community resources was imperative in order to assure sustainability of initiatives undertaken by development projects and/or the community.

    The study, based on ten case studies in four West African countries, aims to disseminate lessons learnt on fisher participation in fisheries management and ways of supporting livelihoods through responsible fisheries management. It is intended for government staff, NGO’s and other agencies working on these issues in developing countries. The analysis focuses on: the role of artisanal fishers and government; issues and constraints; and the effect of management on livelihoods. Fishers are in volved in local management measures, which coexist with national measures by fisheries administrations. Fisheries management aims to improve fishers’ livelihoods, but in the short term the more powerful groups benefit, while poorer groups’ livelihoods are threatened. To arrive at a more livelihoods-centred fisheries management, all the phases in management need to be addressed and clearly linked to local-level livelihoods and management issues. There should be a serious commitment to partic ipation issues by all stakeholders in fisheries management.
