Synopsis (short abstract) This paper has three main objectives: (1) To show that background vulnerabilities that create the conditions for increasing the risk of HIV infection can be directly or indirectly influenced by climate factors. Certain aspects of climate and weather, as will be shown in the case of Rwanda, can be included in an early warning system, because they could give even earlier alerts for crisis building; (2) To present key concepts in order to achieve the previous objective, taking into account that som e readers may not be familiar with climate issues. The reader is guided through these concepts by using the approach of hotspots. This is a dynamic approach developed for agriculture and other early warning systems: they are thus congruent with the Early Warning Rapid Response System for HIV/AIDS; (3) To encourage further exploration of the ideas and concepts presented. Relationships between climate and HIV/AIDS are largely conjectural at this stage rather than empirical. Thus, in order to situa te it within a constellation of relations, HIV/AIDS is discussed in a wide open manner along with other issues and human diseases.

As acute food insecurity levels appear to be reaching new highs globally, also as a result of the socio-economic fallout of measures imposed to contain the spread of Coronavirus disease 2019 (COVID-19), this joint FAO-WFP report aims to raise an early warning on 20 countries and situations - called hotspots - that, starting from already significant levels of acute food insecurity in early 2020, are facing the risk of a further rapid deterioration over the next months. Through a forward-looking analysis on potential evolutions of food insecurity drivers, this report aims to inform urgent action to safeguard the most vulnerable communities in the countries covered.

This toolkit aims to help countries in selecting and analysing value chains for opportunities to improve climate change resilience and reduce gender inequalities. It intends to provide policy makers, planners, project developers, technical advisors and implementers at local, regional or national level with good practices of climate-resilient and gender-responsive value chain development. It aims to act as a repository of relevant tools and methodologies for identifying relevant stakeholders and engaging with them to collect data and analyse it to design interventions. Climate change threatens agricultural value chains, and having a gender-responsive value chain approach is useful in analysing the climate risks, as it looks at stages during and beyond production, while using a more systemic approach to risk management.

This report is part of a series of analytical products produced under the Global Network Against Food Crises initiative co-led by EU, FAO, and WFP to enhance and coordinate the generation and sharing of evidence‑based information and analysis for preventing and addressing food crises. This FAO-WFP early warning analysis of acute food insecurity hotspots report highlights countries which are at risk of significant food security deterioration and in particular acute hunger and associated malnutrition. The analysis takes into account all major drivers of food insecurity, with a particular focus on the secondary impacts of the COVID-19 pandemic. It provides a forward-looking perspective, outlining the likely evolution of impacts over the next 6 or so months aiming to inform urgent action to safeguard food security of the most vulnerable communities in these locations. The report is divided into three sections. It firstly includes an overview of the main pathways of secondary impacts of COVID-19 on food security, nutrition, and agriculture. This is followed by regional overviews and a focus on hotspot countries. The last section lists strategic recommendations which should be urgently implemented to avoid a large scale deterioration of acute food insecurity.
